Job Summary
The Senior Director of Talent Management administers recruitment, staffing, HR employee operations, and records management for over 7,000 employees and over 2,000 annual applicants for the Anchorage School District. This position has supervision and evaluation responsibilities and is a 12 month exempt position that works out of the Anchorage School District Education Center. The senior director reports directly to the Chief Human Resources Officer. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements
The following are required:

1. A bachelor's degree in human resources management, administration, business, or a related field. Equivalent experience, education, and training will be considered in lieu of the degree requirement.
2. Five years of prior supervisory or management experience.
3. Professional Human Resources (PHR), Senior Professional Human Resources (SPHR), Society for Human Resource Management Certified Professional (SHRM-CP), or Society for Human Resource Management Senior Certified Professional (SHRM-CP) certification or equivalent.
4. Evidence of experience with and knowledge of recruitment, staffing, compensation, EEO, benefits, records management, certification regulations, collective bargaining, and leave.
5. Evidence of a high level of ability with computerized applicant tracking, imaging, and other human resources electronic tools.
6. Evidence of ability to manage shifting priorities with very little direction.
7. Evidence of ability to maintain confidentiality in all matters.

The following are preferred:

1. A master's or other graduate degree in human resources management, administration, business, or a related area.
2. Five years of experience in a human resources leadership position.
3. Public K-12 education administrative experience.
4. Experience working in a large organization.
5. Evidence of effective verbal and writing skills, research capabilities, and effective report writing and data analysis skills.
6. Evidence of ability to communicate clearly, both orally and in writing, and to synthesize complex facts, policies, rules, and contracts in simple, coherent style.
7. Evidence of interpersonal skills that engender trust and confidence with a variety of stakeholders, including school administrators, district employees, and applicants to the district.
8. Evidence of being a self-motivated team player with proven ability to be flexible and adaptable to a dynamic, changing environment.

Essential Job Functions

1. Develops and monitors recruitment strategies to achieve required staffing levels for both certificated and classified positions in the Anchorage School District.
2. Develops and monitors onboarding and induction activities for new employees.
3. Manages all aspects of Talent Management including, but not limited to operations, recruitment and staffing, records management, and contract/law compliance.
4. Develops and maintains positive and professional relationships with internal and external agencies, universities, and departments.
5. Reviews and monitors employment practices, processes, and procedures in conjunction with the Equity and Labor Relations Departments in order to ensure compliance with Anchorage School Board policies, laws, regulations, and collective bargaining agreements.
6. Develops, purchases, implements, and uses associated human resources information systems.
7. Creates reports associated with all aspects of hiring and employment history.
8. Supervises and evaluates Talent Management staff.
9. Develops organizational strategies by identifying and researching human resources issues, contributing information, providing analysis, and making recommendations to organizational strategic thinking and direction. Supports these strategies by establishing Human Resources objectives in line with organization objectives.
10. Supports management by analyzing information and applications and providing human resources advice, counsel, and decisions.
11. Guides management and employee actions by directing the research, development, writing, and updating of policies, procedures, methods, and guidelines that represent the organization's values.
12. Complies with federal, state, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions.
13. Represents the department at school board and board committee meetings and at community events as directed by the Chief Human Resources Officer.
14. Updates job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.

Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
