Job Appointment: Full time, Regular
Work Schedule: 40hrs/week, typically 8:30am-5pm Monday- Friday with some evening and weekend work required.
Work Location: This position requires working onsite at the Portland Building or in the field at least 50% of the time. Remote work may be available for part of the time. The Portland Bureau of Transportation’s (PBOT) Mobility and Safety Programs Division is seeking a Transportation Education & Encouragement Program & Grants Manager to lead the design, implementation and evaluation of programs that encourage people to walk, bike or take transit. These programs advance PBOT’s transportation demand management (TDM) work to ease traffic congestion and make the transportation system safer and more efficient.
Located in PBOT’s Mobility and Safety Programs division, this position is a member of the Education & Encouragement section. This position will be a key problem solver and collaborator in programs such as employer commute, SmartTrips, and bike encouragement. These programs serve a range of audiences including people who have recently moved, people who may face barriers to biking, people who commute, and employers. This position will help shape the implementation of strategies such as messaging campaigns, pop-up events, guided bike rides and workshops, online challenges, and individualized marketing.

- Lead the design, implementation and evaluation of transportation demand management programs and campaigns that encourage people across the City to use non-driving modes to get around
- Manage grant administration and relationships with funders
- Work with community-based organizations to co-create programming that serves their audiences needs
- Create program workplans, and delegate tasks across project teams
- Provide strategic direction, helping to shape the near- and long-term vision and goals for the section’s programs
- Utilize quantitative and qualitative data to evaluate and report on the success of programs and campaigns
- Be creative, innovative, and collaborate with team members, partners, and funders to achieve the best outcomes for the public
- Help people experience the freedom of transportation options, bike joy, and a sense of community
- Program manager: You are comfortable leading a project team, and providing the resources needed to ensure the team's success such and timelines, task lists, budgets etc. and providing feedback and encouragement.

The Mobility and Safety Programs (MSP) Division is located within PBOT’s Planning, Programs and Projects group. The Division works to make streets safer and increase the number of people walking, bicycling, and taking transit; and create equitable access in the community. MSP works in partnership with Planning and Project Delivery to achieve these goals. Other areas of work that MSP manages are Vision Zero, Safe Routes to School, Shared Micromobility, and Transportation Demand Management programs. The position provides support to team members, coordinates with external partners, and collaborates within the division and broader work of the division.

The following minimum qualifications are required for this position:
- Experience leading a collaborative and effective project team, including developing and driving project work plans, timelines, processes, communications, and reporting, and troubleshooting issues.
- Experience with evaluating a program or project, analyzing data, identifying trends and reporting on findings.
- Experience engaging with Black, Indigenous and People of Color (BIPOC) communities, people with disabilities and people living on low incomes.
- Knowledge of transportation demand management or behavior change strategies that promote people walking, bicycling, riding transit, carpooling, and using other micro-mobility modes.
- Be bilingual in Spanish or another language
- Experience in managing transportation demand management (TDM) or behavior change programs
- Experience designing programming for large institutions like employers, and commuters
- Experience with grant management
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with major coursework in public administration, urban planning, transportation planning, or a related field.
AND
Three years of transportation programming experience in the private, nonprofit, and/or public sectors; or an equivalent combination of training and experience.
