Labor Management Relations Examiner (Labor Relations Investigator)

This position is in a Field Office of the National Labor Relations Board. Field offices represent the operating branch of the Agency and perform the majority of the Agency's case handling work, including investigating representation petitions and unfair labor practice charges. This is a developmental position leading to the full performance grade of GS-0244-13. Ideal Candidate Statement The ideal candidate for the Labor Management Relations Examiner (Labor Relations Investigator) position would be self-reliant, analytical, and an effective communicator interested in employment with federal or state labor law. The candidate will have strong investigative skills to gather, research, and analyze information and data. Excellent oral and written communication skills to negotiate, interview witnesses, influence and interact with colleagues and the general public are favorable. Experience managing projects of various stages and priorities is desirable. Meticulous attention to detail is desired. Minimum Qualifications Applicants must have one year of specialized experience, equivalent to the GS-09 grade level, providing them with the knowledge, skills, and abilities to successfully perform the duties of the Labor Management Relations Examiner at the GS-11 grade level. Experience applying investigative techniques to obtain evidence and factual data. Experience conferring with parties to secure relevant facts, and to discuss differences with the parties involved in assigned cases. Experience writing reports, recommendations, and letters to summarize evidence. Knowledge of Federal and State labor laws, and the National Labor Relations Act to provide guidance on collective bargaining, wages, hours and working conditions. Education Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field demonstrating the knowledge, skills, and abilities necessary to perform the work of the position such as Labor Relations, Industrial Relations, Personnel Administration, Business Administration, Economics, Labor Economics, Labor Law, Political Science, Accounting, or Law; or other education that included or was supplemented by at least 24 semester hours in these subjects. Combination of Education and Experience A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (Note: You must submit a copy of your transcripts.) Note Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
