Electrical Engineer

The Senior Project Engineer serves as the Federal Group's technical authority for medium-voltage electrical distribution systems, power system automation, protection and control, SCADA integration, commissioning, and startup activities. This position provides engineering leadership throughout all phases of project execution, from design review and procurement through Factory Acceptance Testing (FAT), commissioning, energization, and final owner turnover.

The position is responsible for ensuring technical excellence across complex federal projects while supporting Project Managers, Assistant Project Managers, estimating, business development, and field operations. The Senior Project Engineer serves as a subject matter expert in medium-voltage power systems and provides strategic technical leadership that reduces project risk, improves quality, standardizes engineering practices, and expands the organization's self-perform capabilities.

Responsibilities

• Serve as the technical resource for medium-voltage electrical distribution systems, substations, utility infrastructure, shore power systems and provide engineering leadership throughout project planning, procurement, construction, testing, commissioning, startup, and owner acceptance.

• Review and evaluate medium-voltage electrical system designs for constructability, operability, and compliance with contract documents.
• Evaluate engineering risks and develop practical technical solutions that improve project execution and system reliability.
• Review equipment specifications, single-line diagrams, protection and control schematics, wiring diagrams, and communications.

• Serve as the lead technical reviewer for medium-voltage switchgear packages. Review manufacturer shop drawings and product submittals for compliance with contract requirements. Verify control schematics, communications, relay configurations, and sequence of operations to ensure equipment is fully compliant prior to release for manufacturing.

• Support Project Managers and coordinate technical issues directly with project teams
• Provide engineering support for electrical substations, distribution systems, switchgear, transformers, generators, and utility interfaces.

• Develop, review, and validate protection relay settings and protection.
• Configure and troubleshoot protection relays as required.
• Verify proper coordination between protection systems and utility requirements.
• Support testing and validation of protection systems during factory and field commissioning.

• Design, configure, integrate, and commission Supervisory Control and Data Acquisition (SCADA) systems.
• Develop RTAC programming, HMI graphics, alarm management, communications mapping, point databases, and system interfaces.
• Configure communications utilizing DNP3, Modbus TCP/IP, Ethernet/IP, IEC protocols, and other industrial communication standards.
• Integrate electrical equipment into owner SCADA systems while ensuring reliable communication between all intelligent devices.

• Develop and execute Factory Acceptance Test procedures.
• Witness factory testing of switchgear, SCADA systems, RTACs, protection systems, and control equipment.
• Validate operational sequences, relay programming, communications, and automation functionality.
• Identify deficiencies during manufacturing to minimize field rework and schedule impacts and coordinate corrective actions with equipment manufacturers.

• Develop and lead commissioning plans and startup procedures.
• Verify operational performance of medium-voltage electrical systems.
• Troubleshoot technical issues during startup and owner acceptance.
• Support final turnover documentation and owner training.

• Develop and maintain engineering quality standards for the Federal Group.
• Perform technical QA/QC reviews of engineering deliverables.
• Develop standardized switchgear review procedures.
• Establish commissioning documentation standards.
• Develop Factory Acceptance Testing templates and quality procedures.
• Ensure engineering consistency across all Federal Group projects.

• Participate in constructability reviews and value engineering exercises.
• Assist with technical procurement activities.
• Resolve complex field engineering issues.
• Support engineering RFIs and technical correspondence.
• Coordinate with owners, engineers, equipment manufacturers, and utility representatives.

• Support estimating with technical evaluations.
• Participate in client presentations and interviews.
• Develop technical execution strategies for complex federal pursuits.
• Assist with proposal development and project planning.

• Promote continuous improvement throughout the Federal Group by implementing standardized engineering processes and best practices.

• Mentor Project Electrical Engineers, Project Managers, and technical staff.
• Provide technical training on protection systems, SCADA integration, commissioning, and power systems.
• Promote collaboration between engineering, construction, and commissioning teams.

Requirements

Minimum Qualifications

• Bachelor's degree in Electrical Engineering or closely related discipline.
• Minimum of ten (10) years of progressively responsible experience in electrical engineering, power systems, protection and controls, SCADA integration, or electrical commissioning.
• Demonstrated experience with medium-voltage electrical distribution systems (5kV-35kV).
• Experience with protection relay programming and testing.
• Experience with RTAC programming, HMI development, and industrial communications.
• Experience leading Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), commissioning, and startup activities.
• Experience supporting complex federal, utility, industrial, or mission-critical infrastructure projects.
• Strong understanding of electrical codes, protection coordination, and power system automation.
• Excellent technical communication, leadership, and problem-solving skills.
• Ability to travel to project sites, manufacturing facilities, and customer locations as required.

Preferred Qualifications

• Experience with NAVFAC, USACE, Department of Defense, and other federal agencies.
• Experience with SEL, Siemens, ABB, Eaton, Schweitzer Engineering Laboratories (SEL), or comparable protection and automation platforms.
• Experience with DNP3, Modbus, IEC-61850, IEC-60870, or similar communication protocols.
• Experience with electrical substations, utility SCADA systems, microgrids, and mission-critical facilities.
