• Tier II: $85,000–$90,000
  
• Tier III: $105,000–$110,000
  

Position Overview

Our client is seeking two experienced Business Analysts to support a Department of Veterans Affairs program. They are seeking one Tier II Business Analyst with mid-level expertise and one Tier III Business Analyst with advanced/expert-level, SME knowledge of the Momentum financial management system.

The ideal candidates will have hands-on experience supporting Momentum within a complex federal environment and will be comfortable working across multiple functional modules and business process areas. These positions will work closely with VA customers, functional and technical teams, developers, and other stakeholders to analyze business and system issues, identify root causes, recommend solutions, and help drive issues through resolution.

Successful candidates will be self-directed, analytical, highly collaborative, and able to translate complex functional and technical concepts for both technical and non-technical audiences.

Key Responsibilities

• Serve as a Momentum subject matter expert, providing functional and business analysis support across multiple Momentum modules and business process areas.
  
• Work directly with Department of Veterans Affairs customers, functional teams, technical teams, developers, and program stakeholders to understand requirements, investigate issues, and develop effective solutions.
  
• Analyze complex system, data, configuration, integration, and business process issues within the Momentum environment.
  
• Conduct root-cause analysis and evaluate potential solutions based on business requirements, system functionality, technical considerations, and downstream impacts.
  
• Provide recommendations and assist with implementing solutions through final resolution.
  
• Support the investigation, documentation, prioritization, tracking, and resolution of customer-reported issues and system defects.
  
• Utilize Agility, the VA ticketing system, to review, track, document, update, and support the resolution of tickets.
  
• Translate customer and business needs into clear functional requirements and actionable information for technical teams and developers.
  
• Collaborate with developers and technical teams to clarify requirements, troubleshoot issues, validate proposed solutions, and support testing.
  
• Participate in Agile development and support activities, including sprint planning, backlog refinement, daily stand-ups, retrospectives, and other Agile ceremonies as appropriate.
  
• Support requirements gathering, process analysis, documentation, testing, and implementation activities.
  
• Develop and maintain clear and accurate functional documentation, process documentation, issue analyses, and other project deliverables.
  
• Communicate status, findings, risks, dependencies, and recommendations to customers and project stakeholders.
  
• Participate in customer meetings, working sessions, and other collaborative forums using Microsoft Teams, email, and other communication channels.
  
• Manage multiple priorities and competing deadlines while maintaining a high level of quality and responsiveness.
  
• Work independently with minimal day-to-day supervision while knowing when to escalate issues requiring additional technical or program-level support.
  
• Build effective working relationships across functional and technical teams and contribute to a collaborative, customer-focused environment.
  
• Support additional business analysis and Momentum-related activities as required by the program.
  

Required Qualifications
Tier II Business Analyst

• Bachelor's degree in Business, Information Technology, Computer Science, Accounting, Finance, or a related field.
  
• 5+ years of applicable professional experience.
  
• Mid-level hands-on experience with the Momentum financial management system.
  
• Experience supporting multiple Momentum modules and/or functional business process areas.
  
• Experience analyzing and troubleshooting business, system, data, and configuration issues.
  
• Experience working with both functional and technical teams.
  
• Experience in an Agile development or application support environment.
  
• Familiarity with Agility, VA's ticketing system, including ticket review, documentation, tracking, and resolution support.
  
• Strong analytical, problem-solving, and organizational skills.
  
• Excellent written and verbal communication skills.
  
• Ability to explain functional and technical concepts to both technical and non-technical audiences.
  
• Ability to work independently and effectively manage multiple priorities.
  

Tier III Business Analyst

• Bachelor's degree in Business, Information Technology, Computer Science, Accounting, Finance, or a related field.
  
• 7+ years of applicable professional experience.
  
• Advanced/expert-level experience with the Momentum financial management system, including the ability to serve as a functional SME.
  
• Demonstrated experience supporting multiple Momentum modules and complex business process areas.
  
• Strong experience performing root-cause analysis and resolving complex system, data, configuration, and business process issues.
  
• Demonstrated ability to work across functional, technical, development, and customer teams.
  
• Experience translating complex business requirements into clear functional requirements and actionable technical guidance.
  
• Experience working within an Agile development and application support environment.
  
• Experience with Agility, VA's ticketing system, and customer issue management.
  
• Strong understanding of business processes, system functionality, and the relationship between functional requirements and technical solutions.
  
• Excellent written and verbal communication skills, including experience communicating directly with customers and senior stakeholders.
  
• Demonstrated ability to operate independently as a subject matter expert and manage multiple priorities with minimal direction.
  

Work Environment

This is a fully remote, full-time position supporting a Department of Veterans Affairs program. Travel is expected to be less than 5%.

The Business Analyst will work as part of a collaborative team supporting the VA program and will interact regularly with government customers, functional experts, technical teams, developers, and other program stakeholders.
