Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. - Provide technical housing expertise and assistance to Garrison Commander/Manager and other installation staff in representing Department of the Army (DA), IMCOM, and Garrison objectives.
- Responsible for the accomplishment of broad management functions with the planning, management, administration and implementation of the technical and administrative operations of the housing management programs.
- Oversee compliance of the RCI transaction documents and the Community Development Management Plan (CDMP).
- Perform or direct periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and to evaluate work being performed under the housing contracts.
- Direct the work of housing office employees.
- Advise chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings, etc.
- Serve as the Contracting Officer Representative (COR), responsible for management oversight; guidance, fiscal policy, and control of contractor owned-government leased quarters as required or appointed.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
- This position may require after hours call-back for emergencies.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- A one-year supervisory probationary period is required for this position, unless this requirement has been previously met.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.
- Direct Deposit of Pay is required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

- This is a(n) (CP) 27-Housing Management Career Field position.
- Salary includes applicable locality pay or Local Market Supplement.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Recruitment and relocation incentives may be authorized.
- Student loan repayment may be authorized.
- Salary negotiations for those candidates who are new to the Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for determining Annual Leave Accrual Rate may be authorized.
