Position Location

This position is onsite and located in MacDill AFB, Florida.


Job Overview

The Procurement Supervisor supervises two procurement team members while performing procurement functions supporting contract operations. The position oversees the acquisition of supplies, materials, equipment, and services; administers purchase orders and agreements; negotiates pricing and terms; manages vendor relationships and performance; and ensures procurement activities comply with company and contractual requirements.

The position also supports financial planning and resource management through management of Lines of Accounting (LOAs), coordination of funding requirements, budget development, expenditure monitoring, forecasting, and identification of funding variances. The Procurement Supervisor works closely with Project Management, Operations, Finance, vendors, and other stakeholders to ensure procurement and financial activities support operational and contractual requirements.


Responsibilities

Essential Job Duties:

• Supervise two procurement team members; assign and prioritize work, monitor performance and deadlines, provide coaching and training, and ensure accurate, timely, and compliant procurement support.
• Review procurement staff work for completeness, accuracy, documentation, and compliance; provide feedback and corrective guidance and advise the Project Manager regarding performance, development, recognition, workload, and corrective action.
• Review purchase requests; conduct market research; solicit and evaluate quotes; source, negotiate, and procure supplies, materials, equipment, and services in accordance with approved procurement procedures.
• Negotiate pricing, terms, delivery schedules, warranties, service requirements, and other commercial conditions to achieve cost-effective procurement outcomes.
• Establish, administer, modify, and close out purchase orders, blanket purchase agreements, service agreements, and other procurement arrangements; maintain complete and accurate purchasing records.
• Develop and maintain vendor and supplier relationships; monitor performance, conduct site visits as needed, and address issues involving quality, delivery, pricing, responsiveness, documentation, or contractual compliance.
• Investigate and resolve procurement and vendor discrepancies in coordination with suppliers, Operations, Finance, requestors, and management; implement corrective actions to prevent recurrence.
• Manage annual Lines of Accounting (LOAs), coordinate funding requirements, develop and monitor operating budgets, track expenditures, identify variances, and support forecasting and financial planning.
• Provide procurement planning, guidance, and support to operational and business teams and ensure procurement activities comply with company policies, procedures, and applicable requirements.
• Performs other related duties as assigned.

Accountable For:

• Effective supervision, development, workload management, and performance of assigned procurement staff.
• Quality, accuracy, timeliness, cost-effectiveness, and compliance of procurement activities.
• Independently performing procurement responsibilities with limited oversight.
• Maintaining effective communication and working relationships with internal stakeholders, vendors, and suppliers.
• Maintaining accurate procurement and financial records, reports, and required documentation.
• Compliance with company policies, procedures, safety requirements, and mandated training.

Job Requirements

Mandatory:

• High School Diploma or equivalent.
• Four (4) years of progressively responsible purchasing/procurement experience, including procurement responsibilities.
• Demonstrated experience leading, mentoring, training, or supervising employees and coordinating team workload.
• Working knowledge of purchasing principles and basic mathematical functions.
• Intermediate proficiency with Microsoft Excel and Word.
• Ability to obtain and maintain required Government security clearance or favorable background determination, as applicable to the contract.
• Successfully pass required employment background check and/or drug test.
• Ability to obtain and maintain a valid Driver's License and acceptable driving record.

Preferred:

• Associate or bachelor's degree in business, finance, accounting, contracts, purchasing, supply chain management, or related field; relevant education and experience may be substituted interchangeably.
• Experience supporting federal Government contracts.
• Prior supervisory experience in procurement, purchasing, contracts, or supply chain operations.
• Experience with automated purchasing systems.
• Familiarity with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

Working Conditions:

• Work is typically sedentary in nature, performed in an office setting. Incumbents should be able to sit for extended periods of time, stand, walk, talk, hear, and write.
