Assistant Manager, Human Resources

About the Role The Assistant Manager, Human Resources is responsible for performing a wide variety of HR operations, and works closely with the AVP, Human Resources supporting employee relations, workforce planning, policy implementation, employment law compliance, and talent development and retention efforts. The Assistant Manager, HR also provides direct supervision of leave administration, recruitment, benefits, and Workers Compensation administration. This individual may serve as a backup for payroll processes, HRIS administration/maintenance, and assist managers with performance management. This position partners closely the AVP, Human Resources and acts as a liaison with leadership and internal/external partners to ensure HR operations align with organizational initiatives, regulatory expectations, and service standards. This position is based at our corporate office in Ventura, California, and requires regular onsite work. What Youll Do Manage day-to-day HR operations and provide support throughout the employee lifecycle, including onboarding, employee transitions, and offboarding. Support the development, maintenance, and communication of HR policies, practices, and procedures.Serve as a trusted resource for employees and managers by providing guidance on employment policies, procedures, and HR-related matters. Partner with leadership to address employee concerns, support organizational initiatives, and proactively identify and resolve employee relations or compliance issues.Coordinate and oversee recruitment & onboarding activities, including job postings, candidate sourcing, interview scheduling, background checks, and new hire orientation.Ensure effective administration of benefit plans through employee communications, enrollments, life-event changes, terminations, billing reconciliation, payroll deductions, and recordkeeping.Manage Leave of Absence and Workers Compensation administration, producing necessary documentation, tracking absences, and responding to employee and manager inquiries regarding benefits and procedures.Oversee the HRIS to ensure system functionality, data integrity, workflow effectiveness, and compliance. Support payroll-related processes and data management, including earnings, deductions, bonuses, garnishments, and year-end reporting activities. Process payroll in the absence of the HRIS/Payroll Administrator.Serve as backup to the Credit Unions NMLS Site Administrator and support compliance with S.A.F.E. Act requirements.Develop and maintain monthly, quarterly, and ad hoc HR metrics and workforce analytics for leadership and business lines. Assist with the preparation and submission of required federal, state, and regulatory reports.Prepare documentation and reports for internal and external audits and maintain HR records in compliance with legal, regulatory, and organizational requirements.Support employee engagement initiatives by coordinating recognition programs, events, surveys, and feedback opportunities that enhance the employee experience. Plan and coordinate onsite and offsite meetings, team-building activities, and employee social events.Directly supervise employees within the Human Resources and Training functions, providing leadership, coaching, guidance, and professional development support. Assist with performance evaluations, provide ongoing coaching and feedback, and address performance concerns as needed.Under the direction of the AVP, Human Resources, support the execution of departmental goals, objectives, programs, and systems to ensure alignment with organizational priorities. What Were Seeking Minimum 4 years of progressive HR experience, preferably in an HR Generalist or HR Business Partner capacity. Must include 2 years of supervisory experience. Advanced knowledge of state and federal labor laws and other laws pertaining to Human Resources/Payroll practices is required. Professional certification in Human Resources (SPHR/PHR, SHRM-SCP/SHRM-CP, or comparable) is required. Advanced understanding of Microsoft Office applications (including Sharepoint, CoPilot, and PowerBI) and HRIS systems is critical for success in this role.Minimum of Associates degree in Human Resources, Business, Organizational Development, or related filed; or equivalent combination of work experience and education. 4-year degree strongly preferred.
