As this position provides direct care to young people that are 18-24 years old, we require that applicants are at least 25 years old.

POSITION SUMMARY:

The Residential Service Manager will manage, coordinate, supervise, and train a team of Youth Engagement Specialists (YES) to ensure the delivery of services to young people in the Safe Haven Program (Shelter) in accordance with the Covenant House Mission, Code of Conduct and Policies and Procedures. This position functions as a supervisor of the Safe Haven shelter program for day, evening, and overnight shifts. This position is required to adhere to all agency policies/procedures and practices and ensures the staff they supervise do the same.

The Resident Manager (RM) works with the Program Director to provide leadership and management of day-to-day operations of the program. All CHC staff work together to facilitate safety and comprehensive programming for young people living with us. The RM duties include engagement with young people, schedule and daily operations, shared on-call, management of YES staff, including supervision, coordination, hiring, and training of the team to ensure the delivery of services are strength-based, trauma-informed and a model of our mission to show absolute respect and unconditional love to all.

ESSENTIAL FUNCTIONS:

Managerial/Supervisory Duties

· Provide direct oversight, supervision, training and coaching to all Youth Engagement Specialists. This includes interviewing, hiring, and onboarding new staff, as well as participating in any disciplinary action or coaching needed during a staff’s employment at CHC.

· Holding weekly 1:1 supervision sessions with each Youth Engagement Specialist

· Participate in administrator on-call rotation with the NorCal management team to provide support and coordination for regional sites experiencing staffing/coverage challenges and or other emergent situations requiring management guidance

· Lead daily shift transition meetings in collaboration with site leadership and hold staff team meetings monthly for informational and training purposes in conjunction with the Director.

· Assist in setting and coordinating weekly/monthly staff schedules to ensure appropriate coverage 7 days per week, 24 hours a day. Monitor daily schedules to ensure that staff take compliant rest and meal breaks.

· Monitor and review staff time off requests and timesheet submissions to ensure accuracy, completeness, and compliance ahead of timely bi-weekly submissions.

· Provide emergency back-up staff coverage as needed during staffing shortages or during crisis situations.

· Stay up to date on all required training and guidelines as assigned by Covenant House International, Covenant House California, and local, state, and federal entities.


Program Management

· Collaborate with site leadership to ensure general site safety, and the manage and coordinate the youth engagement services and care provided to young people.

· Assign and monitor staff responsibilities such as supervision of young people and activities, cleanliness of facility, facilitation of community meetings, transportation of young people to appointments, facilitation of group activities/workshops/outings when appropriate.

· Create and oversee daily and weekly task lists for Youth Engagement Specialists, including daily rounds of the campus, room wellness checks, and facility cleaning and upkeep

· Create and maintain monthly activity/workshop calendar with the Director and CIC.

· Complete all necessary documentation assigned into ETO and HMIS on a daily basis. This includes ‘welcome emails’, initial safety intake information, critical incidents, engagement touchpoints, discharge and after-care data tracking.

· Identify training needs and advise the leadership team of training opportunities, ensure YES staff attend all agency training courses and have the resources to log in and participate from agency computers.

· Create and facilitate life skills training and chore programs for residents.

· Oversee internships as assigned.

· Responsible to monitor the use of petty cash which includes submission of all receipts per transition to the Director and ensures that transactions of public transportation pass for residents are accurate and can be accounted/reconciled by the accounting department.

· Collaborate with site leadership, case management team, coordinated entry teams, and mental health and wellness teams to ensure wholistic client success, including participation in all weekly case reviews and client success plan meetings (as appropriate).

· Prepares quarterly fire and earthquake drills in partnership with Operations team.

· Attending Coordinated Entry Assessment (CES) community meetings.

Young People

· Monitor program census to ensure compliance with CHC open intake, restriction, discharge and re-entry policies and procedures. Ensure ongoing monitoring and execution of strategic plan goals for residential program in partnership with the Program Director and SVP.

· Prepare, facilitate, and lead the weekly resident community meetings. These are focused on updates, policy changes, feedback loops, and fun, engaging community building opportunities.

· Collaborate with Operations team to ensure food services, meals, snacks and the overall health and safety compliance around food storage and serving is prioritized and followed by YES staff or those assigned to support the food service at the site.

· Create opportunities for building community that ensure an inclusive and affirming environment where young people feel welcome, seen and valued.

· Independently and through leadership of the YES staff, organizing outings and on campus activities and workshops to foster community, engage residents, build rapport and have fun together while learning and growing.

· Provide crisis intervention to residents, as appropriate.

· Assist young people in the follow through of assignments and tasks delineated on individual success plan. Maintain awareness of case management processes and issues for individual youth.

· Complete all other duties as assigned.

JOB REQUIREMENTS:

EDUCATION: High School Diploma or equivalency required. Bachelor's degree in social services or a related field of study (e.g. public health, sociology, psychology, social work) from an accredited college or university preferred.

EXPERIENCE: Minimum of one (1) year working withyoung people experiencing homelessness or trafficking, those that have been in foster care or juvenile justice systems, other vulnerable populations and/or experience in the homeless service provider network. Must have two (2) or more years management/supervisory/coordination experience (at least one year working within a residential setting). Experience with case management preferred. Lived experience is a plus.

SKILLS & CERTIFICATIONS: Posession or ability to obtain and maintain valid CPR/First Aid certification and guard card credentials. Must have good organizational skills and the ability to satisfactorily communicate with staff members, clients, vendors, stakeholders and the public orally and in writing. Communication with and about youth must reflect a “strength based” and “trauma informed” approach. Ability to exercise appropriate authority when needed and good judgment in crisis situations, good written and verbal communication skills. Bilingual Spanish speaker highly preferre

KNOWLEDGE: Knowledge of positive youth development, crisis intervention, harm reduction, trauma-informed care, trauma-informed supervision practices, mental illness care and practice, community-based service delivery, and adolescent development. Knowledge of local resources, systems, and partners operating in the homelessness, housing, mental health, and human services space. Safety and emergency preparedness protocols.

WORKING CONDITIONS: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Facility consists of both general business office environments and communal residential shelter environments. Must be able to bend, sit and stand, and walk for prolonged periods of time on a daily basis. The Hayward site consists of module units that require the ability to navigate a set of stairs to enter and exit each unit to perform essential duties. Additionaly, while performing the duties of this job, the employee will be required to regularly work in outside weather conditions to transition from one unit to another. Must be able to lift up to 40 lbs. on occasion. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is usually moderate to loud.

TRANSPORTATION / DRIVING REQUIREMENTS: Employees in this position must possess and maintain a valid California Driver’s License and an acceptable driving record. Driving is an essential function of this role and includes transporting clients using company vehicles, which may include 8–10 passenger vans. As a condition of employment, employees assigned driving responsibilities must provide proof of a valid driver’s license and a satisfactory Department of Motor Vehicles (DMV) driving record. If an employee is required to use a personal vehicle for work-related travel, including attending off-site meetings or appointments with clients or staff, the employee must maintain and provide proof of valid automobile insurance in accordance with applicable law and company policy.

SCHEDULE: This position is Full-Time (minimum 40 hrs/week), in-person role. One weekend workday will be required and some late evening, additional weekend hours, or holiday work may be required to support 24/7 shelter operations, attend trainings, and/or support special events.

SUPERVISORY DUTIES: Provide direct and indirect supervision to Youth Engagement Specialists and per diem employees. Participation in the regional on-call management rotation schedule. The on-call is responsible for providing on-call coverage and crisis support for the shifts assigned to them on the rotation schedule.

EQUIPMENT USED: Computers, computer software, computer peripherals, telephone, two-way radios (aka walkie talkies), printer/copy/fax machine.
