This position is located in Seattle, Washington, and is represented by the Washington Federation of State Employees (WFSE). AGO Senior Investigator/Analyst Salary Range 66: $80,820 - $108,780 (Effective 7/1/25) | $82,440 - $110,952 (Effective 7/1/26) The base pay offered will take into account internal equity and may vary depending on the preferred candidate’s job‑related knowledge, skills, and experience. The following stipends may apply based on position requirements Incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend. Incumbents assigned to a position designated as requiring dual language skills will receive a 5% Dual Language Requirement Pay stipend. About the Medicaid Fraud & Abuse Division The work of the Office’s Medicaid Fraud & Abuse Division (MFAD) focuses on both criminal and civil law enforcement. The 75% federally funded MFAD‘s mission is combating provider fraud, abuse and neglect in residential facilities and involving Medicaid recipients in non‑institutional settings. MFAD’s Headquarters is located in Olympia, Washington with some team members also located at the AGO’s Spokane Office and Seattle Office. The Division currently has a staff of 77 FTEs, including attorneys, auditors, special agents, data analysts, clinical health investigators and professional support staff. MFAD involves protecting not only the Medicaid program of roughly 22.9 billion dollars per annum, but also its most vulnerable persons, typically elderly persons in residential facilities or persons abused or neglected by a Medicaid Provider. In many of our cases, there is no precedent, so MFAD is consistently on the cutting edge of legal theories and issues. The cases range from abuse and neglect of persons in nursing homes, large scale organized individual and corporate civil and criminal fraudulent activity to national whistleblower actions. Our staff is a highly professional, fun and seasoned analytical investigative team. MFAD is unique in that all cases have an attorney, special agent, data analyst assigned with legal support. This, and the great people who make up the division, gives MFAD a particularly terrific team atmosphere. Duties and Essential Functions of an AGO Senior Investigator/Analyst This is an expert level position responsible for investigating and coordinating highly complex civil and criminal healthcare fraud which are of a serious or sensitive nature and are assigned under the oversight of the assigned AAG. The matters range from abuse and neglect in a residential facility to National Medicaid Fraud & Abuse Unit (NAMFCU) matters. This position carries a case load, creates investigative plans and participates as a team member on assigned cases. Works with federal, local and Washington State law enforcement agencies as required under 42 USC 1396(b)(q)(4), 42 USC 1007.11 and 77 FR 32645. May lead multi‑jurisdictional investigations relating to Medicaid provider fraud, abuse and neglect of vulnerable adults. Brings together partner agencies, develops case investigation plans, delegates duties to other investigators, as appropriate and follows up to ensure completion of assignments. The incumbent develops sources of information relating to Medicaid fraud and abuse and neglect in residential facilities; executes search warrants; collects, preserves and handles evidence in accordance with established rules of evidence; conducts surveillance; conducts criminal and civil interviews; prepares written reports, affidavits and other investigative documents; serves as a subject matter expert in civil and criminal healthcare fraud investigations. Acts as a complaint intake officer for the complaints Intake Process and acts as one of the back‑up intake officer’s. Subject Matter Expert The incumbent will coordinate Medicaid Fraud and Abuse and Neglect (Special Victims) Western Washington outreach program aligned with the MFAD strategic plan. This may include liaising with AGO Internal Task Force to ensure consistency and integration of message, sharing of resources and contacts. The incumbent will also act as one of the MFAD Subject Matter Experts providing guidance as requested by any AGO multi‑divisional Task Force as it relates to investigating Medicaid Fraud and or Abuse and Neglect of Vulnerable Adults. Develop, promote, and provide guidance, education and awareness, as a subject matter expert. Liaison/ Task Force Officer The incumbent is responsible to identify, seek out, and participate in key stakeholder relationships and other multi‑jurisdictional investigative task force/working groups as determined by the Director. The incumbent will either attend (or delegate attendance) key shareholder meetings, multi‑jurisdictional law enforcement and social welfare agency task force/working group meetings. Establish and maintain good working relationships with administrative agencies and law enforcement. The incumbent acts as a liaison with those agencies to ensure the referral of and requests for assistance and training regarding suspected fraud and abuse violations are delivered by the MFAD. Process Improvements Project Lead The incumbent will identify and lead organizational improvement projects. These projects are designed to address process improvements of the Unit or address matters identified in the Unit Strategic Plan. Responsible to identify projects for consideration and upon approval by the Director or the Special Agent in Charge, develop a strategy to implement and measure the effectiveness of the project. The incumbent may be tasked with leading the implementation of such approved projects Unit‑wide and conduct other duties as assigned. This recruitment announcement may be used to fill multiple open positions for the same classification, in addition to the position(s) listed in this announcement. Required Qualifications Bachelor’s degree and ten (10) years of experience conducting investigations, which include the authority to independently plan and conduct investigations in civil or criminal cases. OR Five years’ experience as an AGO Investigator/Analyst. Additional qualifying investigative experience may substitute year for year for education. Conditions of Employment A background check consisting of employment history, professional references and educational verification (e.g., degree, license, or official transcript) may be conducted. Prior to any offer, the applicant selected will be required to submit to and pass a fingerprint‑based criminal background check conducted by the Washington State Patrol, Criminal Records Division. The incumbent will submit to additional background checks as a condition of employment every five (5) years thereafter.
