This role works collaboratively with field supervision, craft personnel, and other contractors to promote a strong safety culture, prevent incidents, and drive continuous improvement. The PCI Consultants play pivotal roles in the organization by providing strategic client project initiatives, client proposal development and project oversight through specific, accurate, and detailed client proposals; realistic and achievable project timelines; along with budget and labor utilization awareness. Through networking, extensive communication, and an awareness of ongoing client activities, Consultants are expected to develop, grow, and expand business partner relationships with clients with an awareness of when client needs might change, expand, or develop into other PCI service arenas. Expectations And Responsibilities Consultant HSE Plan & Compliance Read, fully understand, and document sign‑off on the HSE Plan prior to any field activities. Acknowledge and act as an extension of the Project HSE team, prioritizing Project safety above the interests of any employer or individual. Do not direct work that violates the HSE Plan; seek guidance when unclear. Review and ensure compliance with all Project‑specific work permits (e.g., hot work, confined space, LOTO). Support and participate in sitewide HSE audits and leadership engagements. Workforce Competency & Readiness Review craft and line supervisor credentials and confirm qualifications meet HSE requirements for the work scope. Author or review all Job Hazard Analyses (JHAs) for accuracy and compliance; update as required by changing conditions. Verify spill kits are adequate, available, and appropriate for onsite materials and equipment. Field Leadership & Engagement Spend the majority of time in the field, guiding crews and line supervision. Work cooperatively with other contractors and their HSE representatives to ensure integrated, safe execution of all tasks. Conduct weekly HSE self‑assessments with line supervision and submit results to the designated HSE authority. Demonstrate and reinforce the culture‑building expectations of the HSE Plan. Avoid negative commentary about any person, organization, HSE procedure, or Project process; provide constructive solutions. Encourage personnel to complete and submit Safety Observation Reports (SORs). Promote and enforce good housekeeping practices and model appropriate standards. Lead by example in all safety behaviors and expectations. Incident Preparedness & Response Always plan for emergencies, ensuring work crews understand expectations and response procedures. Ensure immediate reporting of all injuries, property damage, and near misses, regardless of severity. Participate in all HSE incident investigations involving assigned crews. Ensure incident scenes are preserved; keep involved personnel onsite but separated until statements are collected. Attend all required HSE meetings. Submit all completed SPAs, including associated documentation (e.g., permits, forms), within one week of task completion. Proactively recommend improvements to the HSE culture and HSE Plan implementation. Work Planning & Ownership Understand your company’s current and upcoming work scopes; ensure tasks are effectively planned in advance. Recognize that avoidable work stoppages due to incomplete HSE planning reflect a breakdown in preparation—and take responsibility for preventing them. Understands project objectives, requirements, and assumptions necessary to structure a project or activity. Understands in‑scope vs out‑of‑scope activities and communicates to project management for determination of need for scope change and additional funding requests. Works independently or on a team.
