Property Manager II (Chelsea Legacy)

WinnCompanies is searching for a Property Manager II to join our team at Chelsea Legacy in Chelsea, MA. The role involves overseeing a portfolio of three properties—189 LIHTC residential units and 8 commercial units—ensuring operational excellence, financial success, and regulatory compliance. Salary and Work Schedule: The salary range for this position is $83,000 – $88,000 annually, with a potential 10% annual performance bonus. The selected candidate will work Monday through Friday, from 8:30 AM to 5:00 PM, and will be on call for urgent off‑hours needs. Responsibilities Collaborate with senior management to establish appropriate rent levels. Review rent schedules and oversee preparation and submission of rent increases and renewals. Maintain optimum occupancy. Process move‑ins, move‑outs, recertifications, and renewals accurately and timely. Approve rental applications following property and agency standards. Follow company marketing policies and reporting requirements. Ensure tenant files are organized, complete, and accurate. Maintain accurate property software data. Ensure compliance with applicable state and federal program regulations. Ensure the property and grounds are well maintained. Direct maintenance staff to implement maintenance programs and controls. Report property incidents, accidents, and injuries per company policy. Resolve resident issues and conflicts promptly, according to site guidelines. Prepare the property’s annual budget for senior management approval. Provide accurate financial reporting and monthly variance analysis. Solicit bids and process purchase orders and invoices in accordance with Winn Purchasing Policy. Ensure timely collection and deposit of all rents and fees per law and Winn guidelines. Use company directives to screen, hire, and train new personnel. Promote staff efficiency and engagement through ongoing training and leadership. Use the Professional Development Program (PDP) to develop, train, and engage site employees. Conduct weekly staff meetings and embody Winn Guiding Principles. Requirements High school diploma or GED equivalent. 2–3 years of relevant work experience. Less than 1 year of supervisory experience. Experience with financial processes, including variance reporting, rent adjustments, and related analyses. Knowledge of property management. Knowledge of landlord and tenant laws. Proficiency with computer systems, especially Microsoft Office. Excellent customer service skills. Outstanding verbal and written communication skills. Ability to multi‑task and manage a fast‑paced office environment. Ability to work with a diverse group of people and personalities. Superb attention to detail. Preferred Qualifications Bachelor’s degree. Knowledge of LIHTC and HUD regulations. Bilingual in English and Spanish. Experience with Yardi or RealPage property management software. Knowledge of marketing and leasing techniques. NAHP – CPL, SHCM, CAM (MA – C3P) designations. CAM – RAM & ARM honored; CGPM – NAA or NAMA honored designations.
