The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. WSDOT is currently seeking multiple Transportation Technician 3s to join the Fife Project Engineer Office (PEO). Reporting to a Transportation Engineer 3, this position serves as a Quality Verification and Quality Assurance technician, supporting construction, design, and office operations, and participating in survey crew activities as needed. In this role, you will exercise initiative and sound judgment while independently carrying out assignments in accordance with established policies, procedures, and standards. Key responsibilities include monitoring contractor activities to ensure compliance with contract requirements; performing materials sampling, testing, and acceptance; assisting project inspectors with daily inspections and audits; and, at times, assuming sole inspection responsibility for smaller projects or specific elements of larger projects. This position plays a critical role in advancing the agency's strategic plan by ensuring work is delivered in alignment with WSDOT's quality, safety, and stewardship standards, supporting the long-term resilience of Washington's transportation system. Additionally, this role contributes to a workplace culture grounded in respect, equity, and inclusion.
Inspection work is performed outdoors in inclement weather on construction sites in daytime or at night. Core business hours are Monday Friday, 7:00 AM 5:00 PM; extended hours may be required, as well as night work.
Among the varied range of responsibilities held within this role, the Transportation Technician will:
- Perform quality verification sampling and testing. Perform quality assurance sampling and testing.
- Ensure safe handling of hazardous substances and hazardous objects.
- Perform review and audits of the Design-Builder's procedures.
- Assist in reviews and audits of materials documentation.
- Assist the construction oversight team with reviewing and auditing the field performance.
- Serve as project materials quality verification, perform verification tests and monitor Design-Builder's activities.
- Assist in developing and maintaining tracking tools.
- Coordinate the delivery of samples.
- Review engineering calculations.
- Interpret contract plans and specifications; research and apply engineering standards.
- Track, documents, and reports daily work activities into computerized systems. Review computerized records to ensure accuracy.
- Manipulate and/or transport materials and equipment.
- Operate state owned vehicle.
- Actively participate in the development and implementation of Pre Activity Safety Plans (PASP).
- Assistant to project inspectors and quality verification engineers.
This is a Transportation Technician 3 position. However, the hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal "in-training" plan.
To be considered for this opportunity at the Transportation Technician 1 level, the following competencies are required :
- Basic Technical Skills: Basic technical skills and/or knowledge of science, mathematical, construction, or engineering principles in support of transportation projects. This includes tasks such as ability to perform basic math, follow written and verbal instructions, use basic field and laboratory equipment, record test results and observations accurately, and execute data entry and documentation using a computer.
To be considered for this opportunity at the Transportation Technician 2 level, the following competencies are required :
- Engineering Technical Skills and Knowledge: Technical skills and/or knowledge of engineering principles in support of transportation projects. This includes tasks such as construction inspection, data collection, drafting, and maintaining project records to ensure compliance with applicable standard and specifications.
Note: Foundational knowledge may be supported by formal classroom training.
To be considered for this opportunity at the Transportation Technician 3 level, the following competencies are required :
- Engineering Technical Skills and Knowledge: Demonstrated skills in independently applying technical engineering principles in support of transportation projects. This includes tasks such as construction inspection, data collection, drafting, and maintaining project records ensure compliance with applicable standard and specifications.
Note: Demonstrated knowledge may be supported by formal classroom training and/or credentials such as Engineering-in- Training (EIT) certification or a Land Surveyor's License.
In addition to one of the above, the following competencies, certifications, and licenses are required at any level:
- Vehicle Operation for Fieldwork: Possession of an unrestricted, valid driver's license and ability to operate state-owned vehicles for travel to and between project sites in support of field duties and essential job functions.
- Certifications/Qualifications: Certified General Inspector within three (3) months of appointment and subsequent Division Certification, or the ability to become certified within six (6) months of obtaining this position; Certification as a Qualified Tester (WAQTC/ACI/WSDOT) or the ability to become qualified within six (6) months of obtaining this position.
- Field Reporting, Documentation, & Communication: Skills to prepare accurate and timely daily field reports based on direct field observations and inspection activities and check engineering calculations for accuracy and completeness.
- Technology Proficiency: Advanced skills in operating Windows-based computer systems and software, including MS Office Suite (Excel, Word, SharePoint, and Outlook).
- Communication Skills: Skills to communicate technical information effectively and professionally to a diverse audience, including those with non-technical backgrounds, virtually, telephonically, and in-person.
- Collaboration & Adaptability: Skills to work productively in a team environment under tight deadlines and shifting priorities, producing accurate and consistent results.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Demonstrates a willingness to take action to meet the needs of others.
It is preferred that qualified candidates also demonstrate:
- Civil Engineering Application: Demonstrated ability to apply technical civil engineering principles, practices, and methods to support design, construction, and project delivery activities.
- Construction & Contract Administration: Demonstrated ability to apply construction practices, contract administration processes, and Design-Build contracting methods to ensure project compliance and delivery.
- Inspection, Testing & Documentation: Demonstrated ability to perform inspections, apply field-testing methods, and produce accurate field documentation to verify the quality and quantity of contractor-performed work.
- Engineering Software Proficiency: Demonstrated ability to use computer-aided engineering and design software to support engineering analysis, documentation, and decision-making.
- Quality & Compliance Oversight: Demonstrated ability to evaluate workmanship, materials, and construction activities to ensure compliance with project specifications and engineering standards.
This position offers flexible/hybrid remote work options; position not eligible to telework when performing materials testing or inspection duties.
Use of material testing equipment to include a Nuclear Density Gauge, inspection tools, and personal protective equipment when in the field. Use of standard office equipment and furniture (e.g., desk, file cabinet, computer, software, printer, telephone, copy machine, etc.). Use of various WSDOT reporting systems and various computer applications to complete assigned tasks. Requires operation of a state motor vehicle to travel to and from job sites.
Travel is an expectation of the position and may be required on a regular, sporadic, or as-needed basis. Travel is typically to and from construction sites to perform inspection and/or materials testing in the assigned geographic area; occasional travel to other office locations to attend meetings or training. Overnight travel may be required.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
