WORK OBJECTIVE: Under limited supervision, performs supervisory and technical administrative work in the inspection of buildings and related facilities. Work involves directing the regulatory administration and supervision of plan review, enforcement, inspection of building construction, erection, repair , addition, or alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, fire prevention, energy, accessibility and other construction codes as required by state law or municipal ordinance. This position is responsible for planning and supervising of inspectors and clerical support workers, reviewing plans and specifications to issue permits for new construction and renovation. Reports to the Planning Director. Oversees administration and enforcement of state and City laws and ordinances governing minimum codes, standards and requirements of new and existing residential structures, electrical, mechanical and plumbing systems; directs and supervises activities of Inspectors and Plan Examiners performing inspections and plans review of commercial and industrial buildings, residential construction, as well as electrical, mechanical and plumbing systems; directs and supervises activities of support staff; assists and advises subordinates, as necessary, and resolves problems as non-routine situations arise. Plans, oversees and reviews inspection activities pertaining to construction projects in the City; reviews and approves applications for construction permits pertaining to construction projects. Receives and investigates inquiries and complaints concerning inspection activities and/or conduct of subordinate inspectors, conferring with parties involved and reviewing available documentation, and preparing verbal and/or written responses and recommendations, as appropriate. Attends meetings and makes oral and written presentations pertaining to the duties and activities of the Division; confers with and maintains effective relationships with federal, state and local governmental and agency officials, and private sector officials to facilitate mutual understanding and uniform implementation and enforcement of building codes, standards and requirements. Appears before Board of Adjustment to explain and defend inspection reports and code interpretations prepared by subordinates, make presentations, submit reports and/or provide technical assistance. Appears and Participates in various Boards as assigned. Confere and/or prepares correspondence, as necessary, to advise property owners, engineers, developers, contractors, and other agencies of applicable building codes and departmental policies and procedures. Prepares and maintains various reports, records, files and other documentation pertaining to activities of the building permit software program (BS&A). Coordinates Plan Review and Inspections with other City Departments. MINIMUM QUALIFICATIONS: Bachelor’s degree in architecture, engineering or related field; supplemented by eight or more years’ experience in construction, plan review, inspections and permitting, including at least three years of supervisory or management experience; or an equivalent combination of education, certification, training, and/or experience. Must have a valid Florida driver license. Must have a State of Florida Building Code Administrator license in accordance with Florida State Statutes Chapter 468. A Certified Floodplain Administrator or equivalent. May be required to have or obtain additional industry certification(s) based on area of assignment. Special Requirements: FBC- Minimum two Inspection Certifications FBC- Minimum two Plans Examiner Certifications Certification as a Building Code Administrator by the Florida Department of Business and Professional Regulation. In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully. KNOWLEDGE, SKILLS, AND ABILITIES: Advanced knowledge of structural, plumbing, and mechanical construction methods and materials Advanced knowledge of local, state, and federal building, electrical, plumbing and land use codes and ordinances Skill in reading and interpreting construction plans and blueprints Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work Ability to lead and motivate to achieve goals Ability to communicate effectively verbally and in writing Ability to deal effectively with the public Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable department/organization specific software Ability to regularly attend work and arrive punctually for designated work schedule PHYSICAL REQUIREMENTS: Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Usually involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. ENVIRONMENTAL REQUIREMENTS: Tasks are regularly performed inside and/or outside with potential for exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).
