Illegal use of anabolic steroids previous to three years of application. Illegal use of a hypodermic needle/ syringe. A bankruptcy within the past three years of date of application. More than one moving violation in the past 12 months, and/or three or more moving citations within the past three years, and/or five or more moving citations within the past five years of date of application. DEFINITION: Under general supervision, learns to perform and performs the full array of duties assigned to classes in the Code Enforcement Officer series, including skilled and semi-skilled work graffiti removal; assists other departments when assigned; demonstrates a full understanding of all applicable policies, procedures, and work methods associated with assigned duties; performs other related duties as required. DISTINGUISHING CHARACTERISTICS The Graffiti Control Worker is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform timely removal of unsightly graffiti. ESSENTIAL FUNCTIONS: (include but are not limited to the following) Responds to requests for graffiti removal from citizens or from other City departments. Removes graffiti by washing, sandblasting or other methods. Mixes paint and matches colors. Tapes, tints, primes and/or texturizes walls and other surfaces in preparation for brush or spray gun painting. Paints wood, metal, stucco, wallboard, brick, cement and other surfaces. Assists in the collection of physical evidence at the scene of graffiti such as spray paint cans. Photographs scene of graffiti and documents location. Maintains computer records and logs of work performed. Observes and reports problem locations. Provides input into approaches to mitigate on-going graffiti problems. May operate power washer, airless paint sprayer, sandblaster and paint truck. Cleans and maintains equipment used in the course of work. Maintains paint and paint-related supplies in accordance with established safety guidelines. Demonstrates a full understanding of applicable policies, procedures, and work methods associated with assigned duties; may provide training to training personnel; responds to questions and concerns from the general public; provides customer services and information, as is appropriate and resolves public service complaints. Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public. OTHER DUTIES: (include but are not limited to the following) May alter work methods to improve effectiveness and efficiency and makes recommendations regarding equipment replacement. Assists other departments when required; answers emergency calls from the public and other agencies taking appropriate action. Performs other related duties as required. SUPERVISION RECEIVED/EXERCISED: Receives general supervision from the Code Enforcement Supervisor. May exercise functional and technical supervision over training personnel. (The following are minimal qualifications necessary for entry into the classification.) Education The required qualification is to possess a high school diploma or equivalent. Experience: The required qualification is to possess two years of experience in the field of construction or maintenance work which included the preparation and painting of wood, metal and masonry surfaces. Must be 18 years of age at time of appointment. License/Certificate: Possession of a valid Class C California driver's license.(The following are a representative sample of the KSA's necessary to perform essential duties of the position.) Knowledge of: Methods, materials and practices used in the preparation of surfaces, priming and painting and mixing paint colors. Have a knowledge of functions, characteristics, proper use and maintenance of tools and equipment used in graffiti removal and painting. Knowledge of potential hazards and safety precautions associated with the work and basic recordkeeping techniques Skill to: Safely and effectively operate a variety of equipment, tools, and materials. Ability to: Prepare surfaces for painting, mix and apply paint, operate a variety of equipment in a safe and effective manner, perform preventive maintenance on equipment as required. Work independently, perform manual tasks for extended periods of time, guide other workers in performing routine tasks, understand and follow oral and written instructions.
