Human Resources Manager

The Human Resources Manager position is a part time (20 hour/week) role. The HR Manager is a member of the Southwest Youth and Family Services Administrative Team and plays a key role in overall agency operations. The person in this role oversees human resources, provides a high level of administrative support to agency management and SWYFS sites, and works independently in attending to daily HR issues.

Essential Functions:

• Answer HR inquiries regarding personnel policies, benefits, and procedures.
• Assist in development and implementation of employee handbook, personnel policies, & procedures.
• Perform benefits administration to include change reporting, approving invoices for payment, and communicating benefit and relevant payroll deduction information to employees.
• Coordinate annual health benefits open enrollment and ACA filing.
• Design, implement, and support performance review processes alongside supervisors.
• Maintain agency organizational chart, employee directory, and HR database.
• Complete new hire orientation & onboarding, including new hire reporting & background checks.
• Update job descriptions, post vacancies, & lead screening and interviewing applicants.
• Conduct and analyze exit interviews and employee engagement surveys and recommend changes to management.
• Assist in developing internal communications.
• Design, implement, and manage office policies and procedures and continually work to improve efficiency of admin functions.
• Manage and respond to employee feedback about workplace and policy improvements.
• Keep abreast of State and Federal HR related regulations, e.g., FMLA, FLSA, ADA.

• Perform other duties as required or assigned by Supervisor which are reasonable within the scope of the duties required in this position
• Cover breaks and absences of administrative assistant position

Requirements

Minimum Qualifications:

• Bachelor's degree required and SHRM-CP/SHRM-SCP certification strongly preferred
• A minimum of 2 years' HR generalist experience
• Bilingual English/Spanish preferred
• Advanced MS Word, Excel, and familiarity with Paylocity or other HRIS systems
• Experience working in a human services setting, social justice or community service required
• Familiarity with Seattle area community resources
• Experience working with a diverse staff and clientele and commitment to cultural competency
• Strong ability to maintain confidentiality
• Strong conflict resolution skills, high emotional intelligence, and coaching experience preferred
• High attention to detail
• Ability to work independently with excellent follow through skills and high level of accountability
• Ability to communicate effectively and diplomatically
• Excellent attendance and punctuality

Working Conditions:

Physical and Cognitive Requirements:

This position is in person, and work is done primarily at the Delridge office building.

Physical Requirements - long periods of stationary work at a computer while standing, sitting, typing; communicating on the phone; operating office equipment; moving within the building.

Cognitive Effort - requires attention to detail, communicating effectively with others in-person, through email, telephone and online meetings; using critical thinking and listening skills; drafting and finalizing documents, strategic planning skills; interacting effectively with people in a positive manner that creates confidence and trust.
