Accounting Position
Under general guidance from the Fiscal Manager this position works to complete assignments which require accurate and timely completion of assigned accounting functions. Performs complex accounting activities requiring full professional competency. Follows policies and procedures to ensure compliance with accounting practices, laws and regulations. Analyzes, reconciles, and audits financial records for completeness and conformance to policies and procedures. May provide technical assistance to Fiscal staff as needed.
Essential Duties
Prepare and balance transmittal for Treasurer's office with detailed distribution to proper revenue codes. Send to Treasurer's office for deposit of funds and receipting. Balance revenue and expenditures to county reports and bank statements. Supports complex processes and financial reports organized by the Fiscal Manager by entering data into the accounting system and other applications. Retrieves, organizes documents and participates in audits and program monitoring visits. Negotiates new vendor agreements as directed to support approved purchases. Processes invoices and credit card statements for payment by assigning correct vendor number, determining proper expenditure code, verifying substantiating documents and entering the accounting program (Cougar Mountain). Processing and preparation of payroll utilizing excel and County software system. Develops, as needed, computer spreadsheet and database models and graphs for financial information. Reviews and prepares grant billings; track, verifies accuracy and compliance with grant spending and assures that expenditures occur within funding timeframes using data and tools provided by Fiscal Manager. Routinely provides updated tracking sheets to program managers. Assures that all information is available to complete the required schedules for the Annual Report. Analyzes and recommends improvements to existing financial policies, procedures and systems to maximize the use of accounting data in the development of budgetary or other fiscal plans. Maintains comprehensive fiscal processes, procedures and controls in accordance with federal and state requirements. Participates in closing the fiscal year by ensuring accounts are reconciled and balanced and assists the Fiscal Manager with preparing the Annual Reports. Review financial documents and prepare fiscal analysis on risk assessments; verify Suspension and Debarment. Processes accounts payable and accounts receivable using tools and processes organized by Fiscal Manager. Maintain and input salary and benefit changes in the salary resolution in coordination with Human Resources and Payroll Department. Implement updates, upgrades, training and maintenance for our accounting program (Cougar Mountain). Prepares and updates tracking, billing, and complex reporting documents. Process complex Excel-based timecards and leave slips, which includes checking formulas, calculating percentages, inputting data into systems, and resolving errors with other employees. May also perform tasks in the Patient Services Finance Coordinator and Fiscal Technician positions as needed. Investigates and resolves accounts payable and accounts receivable problems. Will be expected to perform public health emergency response duties as assigned and consistent with the training provided. Will be expected to perform other duties as assigned consistent with job classification.
Qualifications
Minimum Qualifications - A high school diploma or GED is required At least five (5) years of experience performing accounting tasks under general supervision including accounts payable, accounts receivable, invoicing, purchasing, and the use of an electronic general ledger, or Accounting certificate plus two years of experience performing accounting tasks under general supervision. A bachelor's degree in accounting, business management or a related field is preferred.
Licensure/Certification - Current Washington State Drivers' License

Skilled in: - Entering data with speed and accuracy Reviewing accounting or data-entry errors, identifying the cause for the errors, and developing systems or strategies to resolve them. Learning and using data software systems. The use of Microsoft Outlook for electronic communications and scheduling The use of Microsoft Word to create professional documents The use of Microsoft Excel to create spreadsheets and charts using formulas, references, and linking The use of office equipment including 10-key calculator, copier, fax, machine, and multi-line telephone
Ability to: - Manage multiple priorities and prioritize tasks in order to provide timely responses to requests and deadlines. Complete tasks that are discrete pieces of larger processes with quality and accuracy, and collaborate with other team members to ensure cohesiveness of work process and quality products. Understand individual elements of processes, and how they work together to form more complex processes. Read, interpret, understand, and apply accounting standards and procedures, applicable Federal rules and regulations, and County policies and procedures. Maintain confidentiality when dealing with client, contractor, and personnel matters. Use computer applications relevant to the functions of the position proficiently. Receive, process, and provide complex visual, verbal, and written information. Communicate effectively with others, and in a manner that demonstrates respect and professionalism.
