Responsibilities The Warehouse Materials Handler Team Leader position is located in the Office of Support Operations, Integrated Support Services, (ISS) Logistics Services Division (LOG), Receiving and Warehousing Team. Responsibilities include warehouse duties, assigning work to team members, assisting with personnel and equipment operations, and monitoring progress as necessary to ensure work completion. Acts as the onsite team leader and uses the automated demand work order system for generating, monitoring and reporting work needs to team members. Monitors and reports status and progress of the team's assigned work. Prepares reports and maintains records of work. Ensures all team members actively participate. Performs human resource management functions such as approving leave and referring formal grievances and appeals, to the supervisor or an appropriate management official, informing the supervisor of performance management issues. Leads team members in reading and following floor plans and diagrams for proper placement and installation of carpet, furniture, partitions and shelving units. Ensures teams accurately interpret legend or scale of plan. Oversees team members and handles or oversees one or more product lines requiring knowledge of the items and the environment in which they are used. Leads team members in the receipt of inbound shipments. Offloads and inspects for quantity and accomplishes and prepares receiving reports covering materials received or to be shipped and delivered. Assembles items into groups based on information shown on the materials according to factors such as condition and type of transaction. Explains assignments to the team, provides management oversight and provides work status reports to the supervisor. May be required to provide input for evaluations, approve leave and make job assignment recommendations to the supervisor. Provides technical expertise and management oversight to team members operating a variety of equipment (saws, drills, etc.) to erect and/or dismantle system shelving and moveable partitions and/or repair and assemble furniture. Uses power jacks and transporters to move heavily loaded skids and other excessively heavy objects and assists in erecting and dismantling walls and systems furniture. Receives and stores meeting and special function equipment and furnishings. Conducts periodic inventory verifying quantity on hand and quantity issued. Reports discrepancies to the supervisor. Responsible for the storage, stacking and palletizing of furniture and equipment. Examines furniture and equipment for deterioration and damage and notifies the supervisor accordingly. Makes minor repairs as necessary. Maintains records for receipts of delivery of shipment through daily use of automated programs. Reviews documentation for completeness and accuracy and takes appropriate steps to correct errors. Operates electrically powered forklifts designed to lift and move loads weighing up to 2,000 pounds. Operates electrically powered trams to tow carts between buildings. Uses powered and hand equipment for movement of equipment and office supplies. Oversees use of and gives instruction on use of simple hand tools, both powered and manual, for assembly and disassembly of office furniture and other Library equipment. Responsible for ensuring personnel are trained and current on equipment as applicable. Performs equipment maintenance checks daily and conducts equipment recharging at the end of the day on an as needed basis. May operate government owned vehicles to deliver small packages and/or deliver and pick up Library materials as needed. Transports personnel and tools to job sites when work is done between the Madison, Jefferson and/or Adams buildings. Operates trash compactor equipment and reports issues or breakdowns. Sorts, places into trays, and marks various grades of paper and other recyclable materials. Removes glass, metal, and other foreign substances before placing in the trash compactor. Determines the amount of paper/product to be recycled and places in cardboard boxes for pickup by the paper company. Reviews and signs documents for disposition of recyclable materials. Ensures metal is correctly identified and separated by type and placed into appropriate recycle bins as necessary. A physical examination is required every three (3) years to perform the work of the position. Perform other duties as assigned. The position description number for this position is 315474. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Flexitime work schedule. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Requirements Conditions of Employment Conditions of Employment PHYSICAL REQUIREMENT: Duties of the position require the incumbent to lift and carry items weighing up to 40 pounds on a recurring basis. A physical examination is required every three (3) years to perform the work of the position. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Education Additional Information Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
