Job Position
In this position, you will serve as a senior technical Subject Matter Expert (SME) for the DCP Solution Design Team supporting the DISN Consolidated Provisioning effort at the Columbus, Ohio location. The Solution Design SME functions as a technical shift lead and first-level escalation point, providing day-to-day technical direction, coaching, training, and quality support while continuing to perform Solution Design work.
The SME will be expected to maintain expert knowledge of Solution Design processes and working knowledge of the complete provisioning lifecycle, including order entry, order preparation, solution design, circuit activation, Quality of Service (QoS) configuration, commercial leasing, and facilities engineering support. The role reduces routine technical escalations to the Solution Design Team Lead by resolving complex design issues, clarifying requirements, reinforcing priorities and standard work, and helping develop the technical capability of the team.
Requirements:1. Serve as the technical escalation point for Solution Design personnel for complex solution designs, unusual service requirements, engineering questions, design exceptions, capacity constraints, HIA conditions, and other technical impediments that cannot be resolved through normal peer collaboration. Analyze issues, provide technical guidance or a recommended path forward, document decisions as appropriate, and escalate matters requiring Team Lead, management, government, or customer action.
2. Maintain expert working knowledge of Solution Design functions and working knowledge of the complete DISN provisioning lifecycle, including order entry, order preparation, solution design, circuit activation, QoS configuration, commercial leasing, facilities engineering support, network path reservation, service-order documentation, MCLs, CTPs, and government-provided design and tracking tools.
3. Support clarification and resolution of incomplete, ambiguous, or conflicting requirements. Assist designers in determining what additional technical or administrative information is required and coordinate with the appropriate customer, government, DISA functional area, carrier, vendor, or internal provisioning team to obtain clarification.
4. Review complex or high-risk Solution Design work products for technical accuracy, completeness, quality, and compliance with approved processes and engineering standards. Provide corrective technical guidance prior to release and identify recurring deficiencies requiring additional training, documentation, or process improvement.
5. Lead technical training, coaching, and mentoring for Solution Design personnel. Provide foundational training to new employees using approved processes, tools, references, and examples; demonstrate expected performance and “what right looks like”; and provide ongoing coaching to address knowledge gaps, process misunderstandings, shortcuts, or inconsistent technical practices.
6. Monitor shift-level workload and communicate technical priorities. Maintain awareness of queue activity, aging work, suspense dates, blocked orders, dependencies, and workload distribution; reinforce established expectations for processing work based on mission priority, age, suspense, and Team Lead direction; and identify potential cherry-picking or workload concerns. When delegated appropriate authority, assign or reprioritize work within the shift and communicate material impacts or risks to the Team Lead.
7. Support shift-level accountability and administrative coordination by verifying employee presence, schedule adherence, and reported work hours when requested. Provide attendance or timekeeping validation to the Team Lead and, when formally delegated and authorized, assist with timecard review or certification activities.
8. Develop, maintain, and standardize Solution Design technical documentation and institutional knowledge, including training guides, technical references, standard operating procedures, job aids, escalation matrices, functional-area responsibilities, points of contact, and common resolution methods. Support consistent processes during transitions to new tools, repositories, workflows, or customer requirements.
9. Support quality and continuous process improvement by analyzing recurring errors, rework, HIA causes, customer clarification trends, queue issues, and process breakdowns. Perform or support root-cause analysis and recommend improvements to training, documentation, workflow, tools, or technical practices.
10. Develop future Solution Designers by mentoring qualified personnel from Order Entry, Provisioning, or other DCP functions. Help assess technical readiness, identify development needs, provide structured learning opportunities, and prepare personnel for progression into Solution Design.
11. Coordinate closely with the Solution Design Team Lead and provide timely visibility into significant technical escalations, training concerns, workload risks, quality trends, attendance concerns, and process gaps. Perform delegated technical-lead responsibilities during periods when the Team Lead is unavailable, within established authority limits.
12. Continue to perform Solution Design production work as mission requirements dictate, including network path reservations, design documentation, service-order updates, QoS details, commercial transport considerations, troubleshooting, and coordination necessary to support accurate and timely service delivery.
13. Ensure compliance with applicable safety, security, worksite access, information protection, customer, contract, and organizational requirements, including required training and certifications. Perform other duties or projects as assigned.

Supervisory Responsibility
This position may have personnel supervisory responsibility. The SME provides delegated technical leadership, escalation support, training, coaching, workload coordination, technical review, and other shift-level operational assistance within established authority.
Work Environment
This job operates in a professional, secure office environment. This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, monitors, and fax machines. Government or ICS-owned equipment and materials will be maintained in a safe and secure location. While working in a remote office capacity, the position requires a safe and ergonomically sound work environment and holds ICS harmless for injury to others at the remote location
Physical / Mental Demands
This is primarily a sedentary role; however, some mobility and filing are required. This would require the ability to move from one location to another, lift files, open filing cabinets, and bend or stand as necessary. Ability to type on a keyboard and use computer monitors for extended periods. This position requires the ability to read, analyze, and interpret data for long periods and make decisions in a high-pressure environment.
Position Type/Expected Hours of Work
This is a full-time position requiring at least 40 hours per week to meet contract requirements. The position may support either day shift or second shift, based on operational needs. Day-shift hours must begin and end within DISA core business hours of 6:30 AM to 5:30 PM Eastern Time. Second shift typically operates from 2:00 PM to 10:00 PM Eastern Time. After-hours work or work beyond 40 hours per week may occasionally be required. position working at least 40 hours per week to meet the needs of the contract hours requirement.
Travel
Limited travel is expected for this position, less than 10% throughout the year.
Education and Experience Requirements
1. High School diploma or equivalent, and
2. Six (6) years or more of military experience in a communications field or an applicable technical field
3. Minimum active Secret security clearance.
Preferred
1. Experience supporting DISA/DISN provisioning and Solution Design processes, systems, customers, or mission partners.
2. Previous experience serving as a technical lead, shift lead, senior engineer, trainer, mentor, or escalation point.
3. Experience developing technical training, job aids, standard work, escalation guides, or process documentation.
4. Experience performing root-cause analysis, quality reviews, queue/workload monitoring, or continuous improvement activities.
