Description of Services Texas Health and Human Services Commission requires the services of 2 Project Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Texas Department of State Health Services (DSHS) seeks highly qualified candidates to fill the Project Manager position within the DSHS Laboratory and Infectious Disease division. This position will perform senior level consultative services and technical assistance work in the area of DSHS project management for program related activities. Work involves overseeing DSHS priority initiatives and managing special projects utilizing project management best practices in coordination with agency business and program units. Duties include: planning, researching, coordinating and evaluating project management implementation, assuring the use of best practices and standards, assisting in the coordination and optimization of DSHS operations and program functions and providing recommendations.

This position is responsible for maintaining coordination across numerous related initiatives and leading special projects as assigned by agency leadership. These responsibilities include: developing project management tools; maintaining project management data on critical and major projects; reporting progress on key projects to executive/senior staff; providing recommendations regarding project management practices to agency leadership, and reporting the status of key projects and accomplishments.

Job Description – The project manager will be working on a new project that will be enhancing and extending the functionality of NBS. DSHS is looking for a Project Manager who will conduct software development activities such as: creating and managing DIR project delivery framework documents, managing the tasks to extend and expand NBS functionality, track budget and hours to keep the project on the planned cost and schedule.

This position will also work with staff to initiate, sponsor, manage or participate in projects to maximize the success of multiple and diverse projects. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

Years - Required/Preferred - Experience

7 - Required - Experience in managing multiple projects with large organization implementations including developing and managing project plans and documenting risks, issues, and contingency plans; ensuring resolution of issues and removal of project barriers

7 - Required - Ability to research, gather, assemble, correlate and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues.

7 - Required - Skilled in effectively mapping business processes and identifying process improvements and skilled in planning and facilitating meetings and group problem solving

7 - Required - Experience overseeing the development of SDLC artifacts, ensure business requirements get translated into technical specifications, guide, and facilitate the SDLC process

7 - Required - Experience developing and maintaining strong relationships with multiple project sponsors and stakeholders. Must possess strong communication and presentation skills and strong teamwork skills.

5 - Required - Ability to appropriately summarize and escalate issues and develop and present weekly status updates (written and verbal) and conduct regular project team status meetings.

3 - Required - Agile (Scrum) Experience - Managing the project with feature driven

3 - Required - Agile methodology, overseeing and tracking development progress, and ensuring project assignments align with project timelines

1 - Preferred - Experience implementing and using agile methodologies and best practices for 1 or more State of Texas Agencies

1 - Preferred - PMP Certification

Terms of Service Services are expected to start 01/17/2022 and are expected to complete by 08/31/2022. Total estimated hours per Candidate shall not exceed 1512 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Work Hours and Location Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 1100 West 49th Street, Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
