Job Description and Duties

This position is Hybrid and eligible for telework up to four (4) days per week and required to report to the office a minimum of one (1) day a week or as needed/required in accordance with CCSWG's Telework Policy. The successful candidate must reside in California upon appointment.

Under the direction of the Director of Policy and Legislation (Supervisor II), the Legislative Analyst (Analyst II) serves as primary staff to the Commission's Youth Advisory Council (YAC), a statewide youth policy advisory body convened monthly. The position is responsible for conducting research, analyzing legislative proposals, evaluating data, developing policy recommendations, and preparing clear written and oral reports to support the Commission’s legislative and programmatic efforts.

The Analyst II independently prepares bill analyses, reviews policy issues, synthesizes information gathered from stakeholders and youth participants, and develops options and recommendations for consideration by management. The incumbent coordinates and facilitates YAC meetings and transforms youth input into actionable policy guidance. The incumbent communicates regularly with staff, stakeholders, and the public by phone, email, mail, and in person, providing timely and professional assistance. The incumbent is expected to manage multiple assignments simultaneously, exercise independent judgment, think critically, and effectively communicate findings and recommendations. Daily proficiency with standard office equipment and the Microsoft Office Suite is required to complete analytical tasks and prepare professional work products.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests.  The appointee is required to complete Form 700 within 30 days of appointment and once per year.

This position may require travel.

Special Requirements

- Familiarity with AI tools, including hands-on experience creating and managing AI agents to improve workflow efficiency and problem-solving.

- Comfortable working in rapidly evolving environments, maintaining productivity and effectiveness amid shifting priorities or emerging challenges.

-Highly adaptable, able to adjust approaches, learn new systems quickly, and remain flexible in dynamic organizational needs.
