Air Quality Specialist

Reporting directly to the Environmental Hazards Unit Senior Administrator, the Environmental Hazards Specialist plays a critical role in the EH&S Department: overseeing NYCHA 's staff and vendors, to ensure adherence to regulations governing the verification, remediation, and abatement of pollutants that affect NYCHA’s environment such as mold, asbestos, lead, pests, general air quality, and water quality such as legionella, potable water, stormwater and sewage water. Responsibilities include, but are not limited to the following: Conduct field oversight of NYCHA and vendor(s) personnel conducting inspection, remediation, and abatement of environmental hazards to evaluate the efficacy and compliance with federal, state, and local regulations. Prepare detailed reports outlining the findings of the field oversight which highlight the extent to which activities are being conducted in compliance with applicable regulations and industry best practices, flagging potential gaps or risks for health hazards. Liaise with respective NYCHA staff and business unit leadership to perform in-depth oversight efforts through document reviews and interviews. Respond to and investigate complaints regarding environmental hazards and assist in the development of environmental hazards management plans. Conduct walk-through inspections of locations to identify indicators of environmental hazards. Conduct training for NYCHA staff and vendors pertaining to environmental hazards. Conduct desk monitoring and review of regulatory filings associated with environmental hazards activities to evaluate compliance with policy and performance standards. Collaborate with business units to recommend required process improvements to ensure the safety of NYCHA's residents and employees. Additional Information 1. ASSOCIATE PUBLIC HEALTH SANITA - 31220 Minimum Qualifications A baccalaureate degree from an accredited college, including or supplemented by 30 semester credits in the physical and/or biological sciences, i.e., biology, botany, chemistry, geology, physics, physiology, and zoology; of which not more than 12 credit hours may be in the applied sciences, i.e., environmental technology, sanitation technology, medical technology, public health, infection control or food service; and at least two years of satisfactory full‑time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs and general environmental conditions; or An associate degree from an accredited college, with 15 semester credits in the physical and/or biological sciences, of which not more than 6 credit hours may be in the applied sciences, and 4 years of satisfactory full‑time experience as described in "1" above; or Education and/or experience equivalent to "1" or "2" above. However, all candidates must have at least 60 semester credits from an accredited college, including at least 15 semester credits in the physical and and/or biological sciences. Furthermore, to assure compliance with Section11.112 of the Compilation of the Rules and Regulations of the State of NewYork (NYCRR) – Title10 (Health), all candidates must have at least 2 years of experience as a public health sanitarian as described in "1" above. Preferred Skills Ability to read and understand architectural and mechanical drawings. Ability to manage relationships, balance competing priorities, and manage both up and down. Experience managing high-priority projects and tracking project life‑cycles. Ability to use data and metrics to drive decisions and measure performance. Proven ability to communicate clearly, both written and verbal, while maintaining an acute discernment of audience.
