Division Director - Planning and Project Manager

Position Overview The role directs and manages functions of the Department of Property Management, including planning and space management, project financial estimates and construction management, and procurement of capital assets. The Director establishes policies and procedures for department management and participates in overall department leadership as a member of the Property Management team. Responsibilities Promote a diverse, culturally competent, and respectful workplace. Direct planning and project management activities, identifying goals and objectives, formulating capital improvement programs, establishing methods and procedures, and overseeing the execution of projects. Manage and perform day‑to‑day functions for capital project finances, including budgeting, accounting, and financial reporting. Assist the Director in preparing and presenting the capital project budget for County Board consideration, ensuring accuracy of revenues and propriety of expenditures. Manage day‑to‑day project management for capital assets and services, preparing construction plans and specifications, overseeing RFP execution, negotiating contracts, and managing consultants. Maintain the County’s inventory of building assets, tracking life cycles and space utilization. Participate in the Department’s rate process, analyzing service trends and developing rates, and reviewing information for budget documents. Collaborate with the Property Management Team to set department goals, develop policies, monitor performance indicators, and lead special projects. Assist the Director and County Manager in decision‑making for building and real property matters before the County Board. Prepare County Board agenda items and provide justification and written reports. Author and prepare Requests for Proposals for professional service contracts. Set long‑ and short‑range department goals and monitor progress. Coordinate with Finance and Accounting on long‑range planning of capital projects and funding. Oversee day‑to‑day operation of the Planning and Project Management Division. Assist in personnel policy development, HR issues, and the examination and hiring process. Qualifications Education: Bachelor’s degree in engineering, architecture, facilities management, or a related field. Experience: Six (6) years of progressive responsibility in planning, project/facilities management, or engineering, including two (2) years in a supervisory role. Substitution: Equivalent combination of education and related experience. Certifications/Licensure: None required. Background Checks and Other Requirements Finger‑printing and certification by the Bureau of Criminal Apprehension (BCA) for authorized access to CJIS information, maintained annually. Department of Human Services (DHS) background check. Fingerprint‑based records check. Prison Rape Elimination Act (PREA) investigation. E‑Verify Participation Ramsey County participates in the federal E‑Verify program. The county will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I‑9 to confirm work authorization.
