Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Columbia Annex, Maryland. Responsibilities Provides instructions, planning factors, cost analysis, and budget policy guidance to project/program managers within the organization Develop organizational and substantive program budgets consolidated with the Command, subordinate commands, and service components Briefs on the recommendations and negotiates their decision into a consolidated organization budget for submission to agency levels Allocates funds to individual division or functional projects based on an analysis of organization budget estimates, historical expenditures, projected workload, and approved funding. Provides management with financial information such as financial reports showing the status of receipts, obligations, and expenditures of funds Trend analyses of rates of expenditures; comparisons of actual performance to the financial plan and identification of variances Serves as a financial consultant to management on issues such as budgeting strategies and techniques Use of financial management products; resource distribution; program priorities; financial forecasts and projections and development of annual and long-range financial plans Responsible for formulating, coordinating, and representing the organizational budget, or the total organization budget for all funds. Analyzes program and budgetary guidance. To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: 1) Advising project managers on financial planning to deliver accurate cost estimates; 2) Aligning project requests into a single budget to secure funding approvals from senior leadership; 3) Formulating financial planning strategies for organizational leaders to drive funding decisions; AND 4) Assessing the financial impact of new policy directives to proactively adapt spending strategies. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This position is in the Professional category at the Senior level within the CES Occupational Structure Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. This position requires a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
