Technical Program Manager

We are seeking an experienced and highly motivated Technical Program Manager to join our Enterprise Applications team. This role serves as the project management expert for a dynamic portfolio of IT initiatives, acting as the critical link between our business stakeholders and our technical development teams. The Technical Program Manager will be responsible for prioritizing incoming project requests, managing the full technical project lifecycle, and ensuring the efficient and timely delivery of high-quality enterprise application solutions that support our evolving business needs. This is an onsite role in our McLean, VA office.ResponsibilitiesDrive the end-to-end execution of multiple, complex technical projects within the Enterprise Applications portfolio, ensuring they are delivered on time, within scope, and on budgetCollaborate with business stakeholders and IT leadership to intake, evaluate, and prioritize technical project requests, ensuring alignment with overall business strategy and IT roadmapsOversee all stages of the full technical project lifecycle, from initial concept and requirements definition through planning, execution, deployment, and post-implementation reviewLead change management efforts across technical implementations, including developing communication plans and training to maximize user adoption and minimize business impactDrive cross-functional problem-solving, influencing diverse teams and stakeholders to diagnose complex issues and align on effective, sustainable technical resolutionsLead technical teams in the adoption and execution of Agile methodologies, including the facilitation of ceremonies such as sprint planning, daily stand-ups, reviews, and retrospectivesAct as the primary communication liaison between technical teams (developers, engineers, architects) and non-technical stakeholders (business units, leadership)Proactively identify, track, and mitigate technical, schedule, and resource risks, escalating issues to leadership as necessary to ensure project momentumDevelop and maintain program status reports and dashboards, tracking key performance indicators (KPIs) and Agile metrics (e.g., velocity, burn-down charts) to provide clear visibility to all stakeholdersChampion and contribute to the continuous improvement of program management, project delivery processes, and governance standards within the Enterprise Applications teamBasic Qualifications4+ years of dedicated experience in Technical Program Management, Technical Project Management, or a similar role managing the full lifecycle of technical projectsDemonstrated experience guiding technical programs from initiation through delivery and closure, specifically with technical projects for a business or enterprise application teamProven expertise with Agile methodologies, including strong proficiency in sprint planning and backlog refinementExcellent verbal and written communication skills with the ability to effectively translate complex technical concepts for both technical and non-technical audiencesStrong analytical and problem-solving skills with a track record of identifying risks and driving decisive actionAlignment to Clark Standards of Excellence: Self-Motivated, Results Oriented, Adaptable, Team Player, Accountable, Ethical, Innovative, Resilient, Builds Relationships, Builds People / Teams & Followership, Sets Direction & ExecutesPreferred QualificationsBachelor’s degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent practical experience4+ years of experience in technical project management, IT project delivery, or technical leadershipExperience serving as a Scrum Master for one or more technical teamsRelevant professional certification (e.g., PMP, Certified ScrumMaster - CSM, or a Scaled Agile Framework certification)Experience with project management and collaboration tools (e.g., JIRA, Confluence, Microsoft Project)Familiarity with systems related to the construction or engineering industries (e.g., ERP, Financial Systems, Field Applications)The work environment and requirements described below are representative of those necessary for an employee to successfully perform the essential functions of this role. The Physical Side of the Role:Given that a good portion of your day will be spent at a desk, you should be comfortable with prolonged periods of focused work, whether it's collaborating with colleagues, analyzing data, or developing strategies. The role demands effective communication and sharp visual acuity for reviewing complex documents and performing detailed computer work. While there are times for quiet concentration, you'll also be expected to move actively throughout the office and travel occasionally to various locations, including dynamic construction sites, utilizing different modes of transportation. The ability to lift and move objects up to 10 pounds regularly, and up to 25 pounds on occasion (think a box of files or small office equipment), is also required.Your Work Environment:Your primary workspace will be in our professional office, which has a typical, quiet-to-moderate noise and light levels. As part of your work, you may also be required to visit active construction sites. These environments are naturally more dynamic and can include exposure to outdoor weather conditions, louder noise, and moving equipment. For this role the base salary range is $65,000 - $170,000. Compensation may vary outside of this range depending on a number of factors, including a candidate’s education, experience, skills, and geographic location.
