The ERS Division is seeking a qualified and proactive Engineering Manager to provide strategic technical leadership and enterprise-level oversight for Marine Corps Installations Command (MCICOM) Facilities Program. The successful candidate will lead an engineering and analysis team that supports HQ MCICOM with managing a capital investments portfolio. This role will provide senior technical direction for multi‑discipline, UFC‑compliant engineering and design reviews; guide DD 1391 and SAES/RFP development; and manage capital investment and execution tracking for MILCON, UMMC, FSRM, and demolition portfolios. This role integrates closely with program control, asset management, GIS, environmental, and installation field personnel to support HQ MCICOM and subordinate commands.

Key Responsibilities:

• Lead a multi‑discipline engineering team (civil, structural, architectural, electrical, mechanical, utilities, fire protection, planning) supporting MCICOM Facilities Program tasks.
• Manage engineering work in support of MILCON, UMMC, FSRM, and demolition portfolios, ensuring alignment with enterprise schedules, budgets, and MCICOM strategic infrastructure goals.
• Plan and assign work across engineers and technical specialists; coordinate closely with program control, asset management, GIS, environmental, and installation Project Coordinators to integrate efforts.
• Oversee multi‑discipline UFC‑compliant design reviews, DD 1391 technical inputs, SAES and design‑build/design‑bid‑build RFP content, cost models, utilities analyses, and facility condition assessments.
• Provide technical leadership and QA/QC for key deliverables, ensuring first‑pass quality and minimal rework.
• Support the Integrated Master Schedule by validating technical milestones, engineering dependencies, and constructability assumptions in coordination with the Program Lead.
• Serve as technical liaison to MCICOM GF, NAVFAC, regional AC/S Facilities, and installation PWOs on engineering and design review matters; participate in design charrettes and technical working groups.

Basic Qualifications:

• Bachelor’s degree in Engineering (civil, structural, mechanical, electrical) or Architecture from an ABET‑accredited program.
• Professional Engineer (PE) or Registered Architect (RA) license.
• Minimum 10 years of progressive experience in facilities design, construction, or program/portfolio engineering support, including people management or technical team leadership.
• Experience performing or leading UFC‑based multi‑discipline design reviews, MILCON/FSRM project support, and coordination with NAVFAC or similar organization.
• Background in utilities and infrastructure engineering (power, water, wastewater, gas) including feasibility studies, AutoCAD designs, lifecycle cost analysis, and preventive maintenance planning.
• Familiarity with key systems and tools such as MS Project (for milestone visibility), iNFADS, USMCMax/Maximo, BUILDER SMS, GEOFidelis/GIS, and relevant DoD/USMC standards.
• Hands‑on experience with DD 1391 development, SAES/RFP preparation, and FIAR‑related reconciliations across iNFADS, Maximo, and GIS.
• Proven ability to create and execute operational plans that integrate diverse engineering workstreams and improve collaboration and efficiency across teams.
• Strong communication skills, with experience interfacing with senior Government stakeholders and translating technical findings into clear recommendations.

Preferred Qualifications

• Master's degree in relevant discipline
• Direct experience supporting Marine Corps installations facilities programs
• Experience supporting MCICOM, NAVFAC, or other USMC facilities programs.
• Experience directing global teams in multiple time zones and overseas locations (Japan, South Korea, Hawaii).
• Prior leadership of MILCON design review processes and UFC compliance assessments.
• Experience managing environmental planning, NEPA, permitting, and cultural/natural resource compliance.
