JOB SUMMARY:

The Project Inspector is a skilled position, responsible for inspecting developer and City funded construction projects to ensure compliance with approved plans, specifications, and contract documents. Project Inspectors operate concurrently under the City of Frederick's Department of Public Works (DPW) Operations and Engineering Departments. Overtime, evening and/or holiday work may be required, as needed. The Project Inspector is designated as an essential employee: an employee who provides services that are critical functions required to maintain order, peace, safety, and the well-being of citizens and visitors to the City of Frederick in the event of a critical incident. In the event of an emergency, employees designated as essential to perform required operations and services in the applicable situation are required to remain at and/or report to work as directed, outside of standard department operating hours.

PROJECT INSPECTOR I

$34.61/hr

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Performs construction inspection services for Developer funded projects, including, but not limited to: all utilities within the public rights-of-way (water, sewer, storm drain, street lights, etc.); construction of roadways, forest conservation areas, stormwater management, bridges, structures and all other types of public facilities to ensure compliance with contract documents and City of Frederick Construction Standards and Specifications. Advises the contractor's superintendent, design/build team or other representative of necessary action to ensure conformance with plans, specifications, and terms of the contract. Works with contractors, utility companies, consultants, government agencies, City staff and others to coordinate and ensure compliance with contract documents and City of Frederick Standards and Specifications. Interprets plans and specifications for solutions to problems with third party inspectors, contractors, designers and others. Reviews plans, submittals and permit applications for compliance with approved specifications. Reviews Engineers' cost estimates to ensure compliance with Public Works Agreements. Administers all aspects of bonds/sureties to guarantee completion of public infrastructure. Reviews and comments on civil engineering plans for constructability and conformance with specifications. Reviews and comments on acceptability of as-built plans, valve ties and Stormwater Management State BMP. Generates and administers punch-lists for project completion. Completes inspection tasks related to City contracts and Dry utilities as delegated by Inspectors II & III. Operates City vehicle to and from projects to perform essential duties on a daily basis. Responds to emergencies outside normal business hours (snow, other natural disasters, etc.). Performs other duties as assigned. REQUIRED EDUCATION AND/OR EXPERIENCE:

High School diploma, general education degree (GED) or equivalent. Three (3) years of construction related field experience, preferably in civil engineering and infrastructure.

REQUIRED CERTIFICATES AND/OR LICENSES:

Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment. REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.): Knowledge of civil engineering and surveying practices and principles and mathematics such as algebra, geometry, and trigonometry. Knowledge of roadway construction principles, practices, methods, and tests. Ability to read and comprehend construction drawings. Considerable knowledge in construction of public improvements, including sanitary and storm sewer, grading and excavation, asphalt and concrete, landscaping, electrical, and general knowledge of good construction methods and techniques of each; knowledge in inspection of wastewater treatment, water treatment and pump station facilities. Considerable knowledge of testing requirements and procedures for asphalt, concrete, soil, water and sewer. Ability to develop and maintain effective working relationship with co-workers, contractors, other governmental agencies and the general public. Ability to convey strong and effective verbal and written communication. Ability and experience in maintaining logs, ledgers, estimates, schedules and submittals using computers and applicable software. Ability to use a computer with some knowledge in Microsoft Office (Word & Excel). Ability to work independently and exercise judgement.

PROJECT INSPECTOR II

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform tasks to include all Inspector I duties and responsibilities. Assist and mentor Inspector I personnel. Performs construction inspection services for City funded projects. Prepares, completes and maintains field note, sketch books, daily reports, estimates, schedules, submittals and other logs necessary to reconcile for pay estimates and audit purposes on CIP projects. Attends all CIP related meetings. Reviews and comments on "sketch" (initial concept) and site plans for conformance with utility and infrastructure standards. Coordinates with other City departments, contractors and engineers/designers for field revisions and re-designs. Assure and enforce conditions of permits required for working in the public ROW such as traffic, sidewalks, dumpsters, sediment and erosion control, etc. Issues Stop Work Orders in the field for non-compliance issues, specifically code violations for tracking mud/debris in the public ROW and working without a proper traffic permit. Performs contract review, inspections and administrative tasks regarding Miscellaneous Concrete Contract, Permanent Patch contract, Asphalt Contracts. Meets with developers, contractors, and the general public to resolve problems and to address concerns/complaints of citizens. Conducts inspections on behalf of other City Departments (Engineering, Planning, Building, etc.) as required/requested. Investigates and resolves various complaints received, including complaints received pursuant to the Clean Street Ordinance and Sidewalk Ordinance. Coordinates with City Police and Code Enforcement accordingly. Reviews documents and inspects work under Capital Improvement Programs. Provides critical assistance to CIP project managers. Collaborates with other City departments on revisions to City Specifications, Construction Details, policies and procedures, standard forms and documents, etc. Responds to citizen complaints regarding private stormwater infrastructure, drainage swales and easements that may be connected/related to public SWM conveyance. Provides coordination and inspections on intersection/crosswalk thermoplastic striping upgrades. Inspection tasks related to City contracts and Dry utilities as delegated by Inspector III. PROJECT INSPECTOR III

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Perform tasks to include all Inspector I and II duties and responsibilities. Assist and mentor Inspector I and II personnel. Reviews proposed routes of dry utility installations, including repairs, service installations and new main line runs. Conducts field investigations of proposed dry utility routes for constructability and provides comments to designer/installer. Conducts planning and coordination meetings with dry utility contractors, engineering and DPW staff for dry utility installs. Refines (creates) process for dry utility permit application review, permit issuance, and permit inspections. Utilizes Miss Utility ticketing and city locate crew to track non-permitted installs in City ROW. Coordinates with City Code Enforcement officials and law enforcement when necessary for illegal installs and damage in City ROW. Participates on interview panels for potential new hires in the department. Assist Management with higher level tasks.
