Behavioral Health Clinical Supervisor

Job Summary Provides direct supervision and operational leadership for a school-based behavioral health program serving SFUSD-enrolled youth and their families. Leads day-to-day program operations, including workflow coordination, caseload distribution, and staffing, while ensuring delivery of high-quality, evidence-based care. Functions as the on-site operational and supervisory lead for the program, with accountability for day-to-day performance, staff support, and service delivery, while partnering with the Clinical Director, who provides clinical and programmatic oversight. Accountable for implementation of clinical standards, as defined by the Clinical Director, including documentation quality and regulatory compliance (TJC, SFUSD, SFDPH, CMS, and UCSF Health). Provides clinical and administrative supervision to staff in accordance with licensure, scope of practice, and regulatory requirements, and may partner with the Clinical Director to ensure appropriate supervision of associate-level clinicians. Partners closely with the Clinical Director to operationalize program goals, support quality improvement initiatives, and ensure alignment with system-wide clinical models and standards. Escalates complex clinical, operational, and personnel issues as appropriate. Maintains close collaboration with school leadership, including regular communication with site administration (e.g., school principal), to support coordination of services, student needs, and program integration within the school setting. Oversees program admissions and ensures appropriate referral, intake, and enrollment processes. Supports day-to-day milieu management to promote a safe, therapeutic, and structured environment for youth and families. May provide direct clinical services, including individual, family, and group counseling, on a limited basis to support program needs, maintain clinical expertise, and model best practices. Clinical service delivery is not the primary function of the role but is expected as part of supporting program operations and staff development. Under the direction of the Clinical Director of Community Behavioral Health, this position provides operational leadership and clinical supervision for the McAuley CEEP program, a school-based behavioral health program serving SFUSD-enrolled youth and their families. The incumbent, a licensed behavioral health clinician (e.g., LCSW, LMFT, LPCC), is responsible for overseeing day-to-day program operations, supervising clinical staff, and ensuring the delivery of high-quality, evidence-based mental health services, including individual, family, and group counseling. The role may also provide direct clinical services to support program needs, maintain clinical expertise, and model best practices. This position ensures adherence to best practices and regulatory standards (TJC, SFUSD, SFDPH, CMS, and UCSF Health), supports clinical quality and documentation standards, and partners with the Clinical Director and multidisciplinary leadership to advance program goals, staff development, and continuous quality improvement. Key Responsibilities Leads daily program operations (25%): includes caseload distribution, staffing coordination, workflow optimization, monitoring productivity, access and service delivery, identifying operational challenges and solutions, overseeing admissions, referral review, intake coordination, and enrollment processes. Provides clinical and administrative supervision of behavioral health staff (20%): licensed and unlicensed providers, compliance with licensure, experience, regulatory requirements, supervising associate-level clinicians, conducting performance evaluations, coaching staff, addressing performance issues, onboarding, training, and ongoing staff development. Ensures adherence to clinical standards, documentation requirements, and regulatory guidelines (20%): oversees documentation quality, collaborates daily with QA staff to monitor compliance, identify trends, implement improvements, supports audit readiness, and continuous quality improvement initiatives. Provides guidance on complex clinical situations (5%): crisis intervention, treatment planning, reinforcing evidence-based practices, interdisciplinary care, escalating high‑risk or complex cases to the Clinical Director as needed, and providing direct clinical services (individual, family, group) based on program needs. Coordinates and implements staff training (10%): related to clinical practice, documentation standards, program workflows; identifies staff development needs and supports professional growth through coaching, mentorship, and education; partners with Clinical Director and multidisciplinary leadership to reinforce evidence-based practices. Collaborates with multidisciplinary teams (10%): psychiatry, nursing, primary care, SFUSD partners, community agencies; serves as liaison between program staff and leadership, participates in committees and initiatives, coordinates with school administration to align care with school priorities, and maintains liaison to UCSF leadership. Assists in managing program resources (5%): staffing, productivity, recommending improvements. Supports day-to-day milieu management (5%): ensures safe, structured, therapeutic environment; provides guidance to staff on managing behavioral and clinical dynamics; addresses emerging issues; implements strategies to promote engagement, safety, and program stability. Required Qualifications Master’s degree in social work, psychology, or related field. Licensed by California Board of Behavioral Sciences in a behavioral health discipline (e.g., LCSW, LMFT, LPCC). Experience providing direct clinical services in a behavioral health setting; at least two (2) years post‑licensure clinical experience. Minimum two (2) years in a lead or supervisory capacity. Demonstrated ability or emerging competency in supervising, mentoring, and developing behavioral health staff, including providing feedback and supporting professional growth. Experience in school-based or community-based behavioral health programs. Ability to effectively manage multiple priorities and execute plans to meet deadlines. Organizational skills for coordinating staff schedules and unit operations. Experience working within interdisciplinary care models. Knowledge of specialized applications and EHR systems used in behavioral health clinics / clinical departments. Proficient in evidence-based practices and empirically supported treatment for adolescents and families/caregivers. Strong communication, interpersonal skills, and conflict‑resolution skills for engaging with patients, families, advocates, and other personnel, and with subordinate staff. Knowledge of psychiatric service operations and ability to apply concepts in an intensive care setting. Preferred Qualifications Experience with Medi‑Cal and CalAIM reform. License/Certification Licensed by California Board of Behavioral Sciences in a behavioral health discipline (e.g., LCSW, LMFT, LPCC).
