RISK MANAGEMENT SPECIALIST II JOB SUMMARY
The Risk Management Specialist II is an advanced individual contributor who provides professional, analytical, and technical support for CCHC’s clinical and operational risk, patient safety, compliance, workplace safety, and emergency preparedness activities. Under the general supervision of the Director of Emergency Operations and Risk Management, the Specialist II independently manages work within delegated authority; conducts complex investigations and risk assessments; analyzes data and identifies trends, contributing factors, and opportunities for improvement; develops reports and recommendations; and supports regulatory readiness and continuous improvement initiatives. The position may lead defined projects or workstreams and provides training and peer support to Risk Management staff while appropriately escalating high-risk, sensitive, or legally significant matters.
RISK MANAGEMENT SPECIALIST II ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assess incidents, complaints, patient safety, workplace safety, emergencies, and operational concerns; gather and evaluate relevant information; determine appropriate next steps within delegated authority; and escalate high-risk, sensitive, unusual, or legally significant matters.
- Monitor assigned Risk Management shared email accounts and communication channels, including Patient Experience, Risk Management information, reporting, and fax communications; independently assess and respond to incoming correspondence within delegated authority, coordinate and track required follow-up through resolution, and escalate high-risk, sensitive, unusual, or legally significant matters requiring higher-level review or management action.
- Independently conduct complex incident, complaint, patient safety, workplace safety, and operational investigations using appropriate fact-finding and causal-analysis methods, including root cause analysis when appropriate; identify contributing factors, process or control gaps, recurring issues, and potential risks; develop factual findings and recommendations; and escalate matters requiring higher-level review.
- Coordinate assigned complex grievances, potential claims, subpoenas, deposition requests, and related matters; conduct necessary fact-finding; retrieve, review, and compile medical and dental records and supporting documentation as appropriate; maintain accurate documentation; coordinate required follow-up; and appropriately escalate high-risk, sensitive, or legally significant matters to Risk Management leadership.
- Conduct assigned risk assessments by validating data, applying approved criteria, analyzing findings, identifying risk and control gaps, developing recommendations, and tracking action plans and outcomes.
- Organize, validate, and analyze quantitative and qualitative risk management data to identify systemic trends, outliers, recurring themes, performance gaps, and emerging risks; interpret findings and develop actionable recommendations for monitoring, corrective action, or improvement.
- Develop reports, dashboards, charts, executive summaries, presentations, and committee or governing-board materials that clearly communicate findings, risk significance, trends, and recommended follow-up.
- Coordinate and monitor corrective and preventive actions arising from incidents, investigations, risk assessments, audits, regulatory findings, and exercises; collaborate with Quality Improvement and other departments to develop appropriate interventions, apply improvement methods, evaluate effectiveness, and address recurring issues or unresolved risk.
- Monitor and research assigned regulatory, compliance, and policy requirements; assess potential operational impact; maintain readiness tools; draft or revise policies, procedures, workflows, templates, and job aids for review; and support audits, surveys, inspections, and corrective follow-up.
- Coordinate assigned FTCA risk management requirements and related readiness activities, including preparation and validation of required documentation, reports, and supporting materials.
- Conduct Environmental Hazard Safety Surveys, site safety reviews, and hazard assessments; support assigned components of CCHC’s Injury and Illness Prevention Program (IIPP), Workplace Violence Prevention Plan (WVPP), and other workplace safety initiatives; analyze findings and safety data across clinic locations to identify trends, recurring risks, and opportunities for improvement; develop reports and recommendations; and monitor assigned corrective actions through resolution.
- Maintain assigned components of CCHC’s Emergency Operations Plan, Hazard Vulnerability Assessment, continuity plans, response procedures, and readiness documentation; assess readiness information, including emergency-supply readiness as assigned; identify gaps or vulnerabilities; and recommend improvements.
- Coordinate assigned components of Emergency Management Committee activities, drills, and tabletop or functional exercises; facilitate assigned activities, evaluate outcomes, identify gaps and vulnerabilities, prepare after-action reports and improvement plans, track assigned improvement actions through completion, and support assigned emergency response activities during regular business hours.
- Lead assigned projects or defined components of larger initiatives within delegated scope; coordinate activities, stakeholders, timelines, and deliverables; monitor progress; communicate findings and recommendations; and escalate barriers requiring management action.
- Coordinate and deliver approved risk management, workplace safety, and emergency preparedness training, including Risk Management content for New Employee Orientation; coordinate with Human Resources and other departments on training activities; develop or update training materials and job aids; maintain completion records; and identify opportunities for additional education or reinforcement.
- Serve as a technical resource to clinical, operational, and administrative staff regarding established risk management, incident-reporting, safety, emergency preparedness, and documentation processes; provide guidance within delegated authority and appropriately escalate concerns.
- Partner and coordinate with clinical, operational, administrative, Quality Improvement, Compliance, Human Resources, and other internal and external stakeholders on assigned risk management, safety, emergency preparedness, and improvement activities; communicate findings and recommendations, facilitate follow-up, and represent the department in meetings or activities within delegated authority.
- Provide training, technical guidance, knowledge transfer, and peer support to Risk Management staff on established processes, systems, documentation standards, and assigned risk management activities, as appropriate to the employee’s role and experience.
- Travel to clinic sites to conduct assessments, investigations, training, emergency preparedness, project, improvement, and other assigned departmental activities.
- Maintain accurate, current, and audit-ready records and protect confidential and privileged information in accordance with organizational and applicable regulatory requirements.
- Perform other related duties as assigned.
RISK MANAGEMENT SPECIALIST II EDUCATION AND EXPERIENCE
- Bachelor’s degree from an accredited institution in healthcare administration, public health, nursing, quality or patient safety, emergency management, business, organizational psychology, organizational development, data analytics, or a closely related field is required.
- Three (3) years of progressively responsible experience in healthcare operations, risk management, compliance, quality improvement, patient safety, emergency management, workplace safety, investigations, data analysis, organizational development, organizational effectiveness, or a related field is required.
- Demonstrated experience with data analysis and professional reporting, as well as experience with project coordination, corrective-action management, and/or quality or process-improvement activities requiring analytical and critical-thinking skills, is required.
- Experience in a community health center, a Federally Qualified Health Center, an ambulatory care environment, or another highly regulated healthcare setting is preferred.
- Master’s degree or higher in one of the fields listed above or another discipline relevant to the position and/or a relevant professional certification is preferred.
RISK MANAGEMENT SPECIALIST II KNOWLEDGE, SKILLS AND ABILITIES

- Advanced analytical and critical-thinking skills; able to synthesize complex quantitative and qualitative data and information, identify systemic trends, and translate findings into actionable recommendations.
- Strong investigative and problem-solving skills with attention to detail and commitment to thorough fact-finding and analysis; able to identify contributing factors, process or control gaps, and root causes, as appropriate.
- Ability to proactively identify risks and recommend preventive strategies to mitigate operational, clinical, safety, and compliance exposures.
- Knowledge of and ability to apply quality and process-improvement methods, including root cause analysis, corrective and preventive action, process mapping, and evaluation of intervention effectiveness.
- Working knowledge of healthcare regulatory and compliance requirements; ability to research, interpret, and apply applicable requirements to assigned risk management, safety, and emergency preparedness activities within delegated authority.
- Strong project management skills, including clarifying project scope, establishing timelines, coordinating stakeholders and activities, tracking deliverables, monitoring progress, and completing assigned projects within delegated scope.
- Ability to prioritize competing responsibilities, manage multiple tasks simultaneously, and maintain quality under deadlines.
- Excellent written, verbal, interpersonal, and presentation skills; able to communicate complex information, findings, and recommendations clearly and effectively to leadership, cross-functional teams, and staff.
- Strong documentation skills with consistent accuracy and ability to maintain complete, audit-ready documentation in a regulated environment.
- Ability to develop and maintain positive working relationships across diverse teams, demonstrating diplomacy, collaboration, and respect for individual social and cultural differences.
- Ability to explain technical information, provide constructive guidance, and support knowledge transfer and peer learning within delegated scope.
- Proficiency with Microsoft Office Suite (Outlook, Excel, Word, PowerPoint), including demonstrated ability to use Excel formulas and PivotTables to organize, validate, analyze, and present data; experience with or ability to learn Power Query and other data or reporting tools; and ability to learn and effectively use new software programs and systems.

PHYSICAL DEMANDS
Position requires prolonged sitting at a computer, some bending, lifting, stooping and stretching. Good eye-hand coordination and manual dexterity sufficient to operate a computer keyboard, photocopy machine, telephone, and other office equipment is also required.
