Job Description: Statement of Duties Position is responsible subject to the specific requirements of Chapter 324 of the Acts of 1990, in particular, Sections 4 and 5 of The Act for planning, directing, managing and overseeing the city's financial activities including accounting, auditing, assessing, treasury and collection.
SALARY: $174,468 - $192,831 annually
Grade & Step Salary System to be awarded annually on the anniversary date of hire and would typically start at Step 1.

Visual Skills: Visual demands require routinely reading documents for general understanding, reading documents for analytical purposes.

- Assumes full management responsibility for all finance department services and activities; recommends and administers policies and procedures and controls and evaluates the department's budget to actual spending.
- Coordinate, administer and supervise all financial service and activities
- Develop and maintain uniform systems for all financial planning and operations in all departments, including the school department, or boards, commissions or agencies or other units of city government
- Implement and maintain uniform budget guidelines and procedures, including providing direction ad assistance in the development and preparation of all departmental and other budgets and spending plans, including school department
- Submit a written certification to the mayor and city council of his professional opinion as to the adequacy of present and future city revenues to support the continuous maintenance of city services relative to any contemplated financial action requiring a vote of the city council
- Monitor the expenditure of all funds
- Review all proposed contracts and obligations with a term or impact in excess of one year
- Supervise the allotment of funds on a periodic basis
- Review, compile and recommend all department budgets, requests for supplemental appropriations and requests for transfers of revenue or appropriations, prior to submission to Mayor and City Council.
- Analyze and recommend all capital spending in accordance with Section 2-298 of the City Ordinance
- Oversee the preparation of the annual Schedule 19 required by the Education Reform Act on Net School Spending
- Manages the development and implementation of departmental goals, objectives, written policies, priorities and internal controls for each assigned financial service area.
- Establishes, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
- Plans, directs and coordinates, through subordinate staff, the Finance Department's work plan; assign projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with staff to identify problems as necessary.
- Ensures that the City's financial statements are presented in accordance with Generally Accepted Accounting Principles (GAAP).
- Conducts analysis and independent research for the Mayor and City Council and other City departments as required.
- Conducts presentations before a wide variety of audiences, including public hearings, the City Council, employee work groups, community organizations, and those having a financial interest or service requirement.
- Participates in collective bargaining strategy sessions and researches the financial implications of proposals.
- Serves as the Department's primary contact with the Department of Revenue.
- Works closely with citizen and business groups, financial service institutions, rating and regulatory agencies as well as vendors and suppliers doing business with the City.
- Creates and establishes accounting for all monies received and paid by the City' maintains effective and accurate records, internal controls, and balances and guides budget appropriations.
- Oversees and manages the compilation of financial and statistical information for bond issues, projecting debt service schedules for external participants, and the repayment of their debt obligations.
- Oversees the accounting efforts in preparation for the annual audit, and coordinates with independent auditors.
- Creates and implements Debt Management and Investment of City Funds written policies and procedures.
- Perform related duties as required.
