Assistant Project Controls Manager (Houston, TX) - Austin Commercial

This position is intended to supplement the responsibilities typically performed by other positions, such as project manager or field office manager, and is not intended to assume the responsibilities of those individuals. The project manager and field office manager remain responsible for these duties on any given project. This position
requires a minimum of four years as a Project Engineer or demonstrates the competency of Project Manager I position.

SUPERVISORY RESPONSIBILITIES
Responsibilities may vary depending on project specific requirements and setup, but may include in assisting or managing of:
● M/WBE Manager/Coordinator.
● Quality Assurance Manager/Coordinator.
● Insurance Coordinator.
● Assistant Field Office Manager.
● Document Control Administrator.
● On-site Information Technology (IT) Administrator.

FUNCTIONAL AREAS OF RESPONSIBILITY
● Change order management.
● M/WBE program.
● Quality assurance program.
● Project accounting.
● Document control.

SPECIFIC DUTIES AND RESPONSIBILTIES
1.Assists in the compliance with all Austin corporate requirements.
2.Assists the Project Engineer group with submittal look ahead and procurement logs.
3.Coordinates with M/WBE coordinator, including:
a.Assists with the qualification of firms for the project bidders list.
b.Coordinates and assists in certification for qualified M/WBE firms.
c.Interfaces with owner’s M/WBE tracking department.
d.Validating M/WBE reporting.
e.Validating M/WBE firm mentoring.
4. Manages the on-site information technology (IT) / network administrator (if
applicable) or acts as a liaison with the ATS department, including:

a.On-site network administrator.
b.Technology issues on-site.
5.Coordinates with cost engineers, including:
a. Monthly reporting as required.
b. Owner and subcontractor change order validation
c.Project close-out administration.
d.Subcontractor administration
e.Contractor insurance administration.
f. Management of project controls administrative assistant.
6.Assists in the preparation of monthly reporting to meet Austin and owner requirements.
7.Assists the Project Controls Manager or Project Manager in maintaining a complete set of accounting records in accordance with accepted accounting practices. Ensures compliance with all federal, state, and local statutory regulations regarding accounting practices, reporting of taxes and other fees.
8.Assists Project Engineers and Project Managers with the procurement activities to insure competitive contracting and strict compliance with the prime contract requirements.
9.Assists project management group in bidder selection relating to contractor qualifications and M/WBE certification for the specific package.
10. Assists in facilitating the project completion report.
11. Assists in procurement of services, equipment, materials and supplies to support
the construction management effort.
12. Assists in the creation and maintenance of buying status reports and variance logs.
