Senior Project Manager

Senior Project ManagerParsons is looking for an amazingly talented Senior Project Manager to join our team! The Senior Project Manager serves as the onsite Owner's Representative for a portfolio of complex construction, tenant improvement, facilities, infrastructure, and capital improvement projects supporting a Federal client. This role provides leadership and technical oversight throughout the project lifecycle, from requirements development and acquisition through construction, commissioning, turnover, closeout, and transition to operations.What You'll be DoingManage multiple concurrent projects, maintaining scope, schedule, budget, quality, safety, risk, and performance baselines.Advise Government stakeholders on project execution, technical issues, risks, schedule performance, cost impacts, acquisition strategies, and corrective actions.Develop and maintain Project Management Plans, execution strategies, integrated schedules, budgets, project controls, and risk registers.Lead multidisciplinary teams of architects, engineers, contractors, construction managers, facility personnel, Government organizations, and other stakeholders.Conduct site evaluations, field investigations, constructability reviews, technical assessments, and construction inspections.Develop and validate project requirements, Statements of Work, Independent Government Cost Estimates, acquisition packages, schedules, and procurement documentation.Review designs, drawings, specifications, studies, reports, cost estimates, schedules, and technical deliverables for completeness, coordination, constructability, and compliance.Monitor contractor performance and evaluate RFIs, submittals, shop drawings, design changes, contract modifications, permits, and technical proposals.Track project milestones, funding, changes, risks, action items, and contractor performance; recommend mitigation and corrective actions as needed.Coordinate construction activities with facility operations, security personnel, customers, contractors, designers, and other stakeholders to minimize operational impacts.Lead project meetings, design reviews, construction progress meetings, stakeholder coordination meetings, and program reviews.Prepare status reports, performance assessments, dashboards, executive summaries, technical reports, and briefings for Government leadership.Coordinate substantial completion, punch-list resolution, commissioning, Government acceptance, facility turnover, and closeout.Ensure completion and turnover of as-built drawings, operation and maintenance manuals, warranties, equipment inventories, commissioning records, training materials, and other required documentation.Support the transfer of asset and equipment information into Maximo, Archibus, or comparable EAM/CMMS platforms.Provide technical guidance and mentorship to junior Project Managers and support personnel.What Required Skills You'll BringBachelor's degree in construction management, engineering, architecture, facilities management, project management, or a related technical field, with at least 15 years of relevant experience; or 20 years of directly related experience in lieu of a degree.Senior-level experience managing complex construction, facilities, infrastructure, tenant improvement, capital improvement, or asset management projects.Experience managing project portfolios or major construction programs throughout the full lifecycle.Experience serving as a Senior Project Manager, Owner's Representative, Construction Manager, or similar client-facing leader.Strong knowledge of construction management, project controls, contract administration, scheduling, cost management, change management, risk management, and quality assurance.Ability to interpret architectural, civil, structural, mechanical, electrical, and plumbing drawings and specifications.Experience coordinating multidisciplinary teams and managing construction administration activities, including RFIs, submittals, change requests, inspections, schedules, cost estimates, punch lists, and closeout documentation.Experience in one or more of the following areas:Mechanical, electrical, and plumbing systemsFacilities management and building operationsConstruction management and capital improvement programsFacility infrastructureAsset management systems, including Maximo, Archibus, EAM, or CMMS platformsStrong written and oral communication skills, including the ability to present complex information to technical and nontechnical stakeholders.Ability to manage multiple priorities, stakeholders, deadlines, and projects in active, mission-critical facilities.What Desired Skills You'll BringProfessional certification such as PMP, PE, Registered Architect, Certified Construction Manager, or equivalent.Experience supporting Federal Government facilities or working in a Government Program Management Office.Experience serving as an Owner's Representative for secure, mission-critical, occupied, or continuous operational facilities.Knowledge of Federal acquisition, contracting, and construction administration processes.Experience preparing or reviewing Independent Government Cost Estimates, Statements of Work, acquisition packages, technical evaluations, and contractor proposals.Experience coordinating multiple contractors and Other Government Contractors.Experience transferring construction and asset information into Maximo, Archibus, or comparable EAM/CMMS systems.Working knowledge of Microsoft Excel, AutoCAD, project scheduling software, and web-based project management or document control systems.Salary Range: $134,100.00 - $241,400.00We value our employees and want our employees to take care of their overall wellbeing, which is why we offer best-in-class benefits such as medical, dental, vision, paid time off, Employee Stock Ownership Plan (ESOP), 401(k), life insurance, flexible work schedules, and holidays to fit your busy lifestyle!
