Principal Business Analyst – Project ControlsCOMPA Industries is searching for qualified candidates for a Principal Business Analyst – Project Controls position supporting Savannah River Nuclear Solutions at the Savannah River Site in Aiken, South Carolina.Candidates must have senior-level project controls experience supporting complex projects or programs. Primavera P6 and COBRA experience are required. Applicants without demonstrated experience using both systems will not be considered.Qualified candidates must also have strong experience with:Cost and schedule baseline development.Integrated planning and scheduling.Cost control and financial analysis.Forecasting and spend plans.Work breakdown structures.Variance and trend analysis.Change management.Project-performance reporting.Automated accounting, cost-management, scheduling, and estimating systems.Site Business systems or comparable enterprise project-controls systems.Operations, maintenance, construction, or project startup environments.The Principal Business Analyst – Project Controls will develop, implement, maintain, and manage project-controls, financial-analysis, scheduling, and estimating applications used to support complex projects and programs. Working under very limited supervision, the selected candidate will provide management with accurate cost, schedule, forecast, and performance information throughout the project lifecycle.The role requires an experienced professional who can independently analyze project performance, identify emerging risks, explain variance drivers, recommend mitigation plans, and provide technical direction to other project-controls personnel.Candidates must meet one of the following:Master's degree in business, construction management, engineering, a technical discipline, or related field and five years of practical experience.Bachelor's degree in a related field and seven years of practical experience.Associate degree and 11 years of practical experience.High school diploma and 15 years of relevant experience.Candidates must demonstrate:Professional Primavera P6 experience.Professional COBRA experience.Senior-level project-controls experience.Expert proficiency with automated accounting, cost-management, scheduling, and estimating systems.Practical experience using Site Business systems or comparable enterprise systems.Strong personal-computer and data-analysis skills.Cost and schedule baseline development and maintenance.Milestone schedule and work breakdown structure development.Forecasting and spend-plan development.Cost and schedule variance analysis.Change-control and baseline-management experience.Financial analysis and project reporting.Experience integrating cost and schedule information.Comprehensive knowledge of project management and tactical cost and schedule control.Knowledge of operations, maintenance, project startup, or construction.Ability to work independently with limited supervision.Ability to communicate project risks, performance, and mitigation plans to management.Ability to lead and train project-controls personnel.Working knowledge of CAS and FAR principles.Ability to obtain and maintain a DOE "Q" clearance.Preference will be given to candidates with:Previous DOE, NNSA, Savannah River Site, nuclear, weapons-program, or major capital-project experience.Advanced Primavera P6 and COBRA experience.Earned Value Management System experience.Experience with integrated cost and schedule baselines.Experience with baseline change proposals and formal change control.PeopleSoft or Savannah River Site Business systems experience.Experience preparing cost-performance reports, forecasts, and estimate-at-completion projections.Experience leading project cost or schedule review meetings.Experience supporting classified or highly regulated projects.An active DOE "L" or "Q" clearance held within the previous two years.A 40-hour workweek is scheduled. SRNS may utilize 5/8, 4/10, or 9/80 schedules. Overtime may be required to meet project deadlines, reporting requirements, milestones, and other critical deliverables. This position is expected to be performed onsite at the Savannah River Site.Approved travel may be required for Project Controls Summits in Albuquerque, New Mexico, Kansas City, Missouri, or other DOE/NNSA locations. Travel may involve classified Weapons Programs discussions that must be conducted in person. All travel must receive advance approval through the applicable procurement and task-order authorization process.U.S. Citizenship is required. The candidate must be able to obtain and maintain a DOE "Q" security clearance and satisfy all applicable badging, background-investigation, facility-clearance, and site-access requirements. The subcontractor must maintain applicable DOE/NNSA eFOCI registration and facility-level clearance requirements.The ideal candidate is a senior project-controls professional who can independently manage cost, schedule, forecasting, baseline control, variance analysis, and executive reporting for complex projects.
