Supervisory Human Resources Specialist

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, located in Washington, D.C. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Duties Joining CBP will allow you to serve as the Deputy Director of the National Programs Division (NPD) and play a critical leadership role in supporting the Director in managing, developing, and executing key programs vital to CBP's mission of safeguarding the American homeland and facilitating lawful trade and travel. This position starts at a salary of $143,913.00 (GS‑14, Step 1) to $187,093.00 (GS‑14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical work assignments include: Serving as Deputy Director, managing the planning, direction, and execution of programs related to retirement and benefits, workers' compensation, and medical and fitness. Providing strategic leadership to ensure program effectiveness, compliance, and alignment with federal mandates and agency objectives. Supervising a team of first‑line supervisors and program managers, assigning work, setting priorities, evaluating performance, and providing coaching and mentoring. Resolving employee complaints, participating in recruitment and selection, and recommending disciplinary actions and awards. Leading significant change initiatives and process improvements within the division, collaborating with branch chiefs and senior management. Requirements You must be a U.S. Citizen to apply for this position. Males born after 12/31/1959 must be registered with Selective Service. Qualifications Experience: You qualify for the GS‑14 grade level if you possess at least one year of specialized experience equivalent to the next lower grade level, performing duties such as: Managing, directing, or overseeing human resources programs in areas such as retirement and benefits, workers' compensation, or medical and fitness programs. Providing strategic leadership and operational oversight for a team or division, including planning, assigning, and evaluating work, and implementing organizational change initiatives. Advising senior management on complex human resources issues, including policy development, workforce planning, and process improvement. Applying advanced knowledge of federal HR laws, regulations, and HR information systems to analyze, interpret, and improve program effectiveness and compliance. Supervising or leading subordinate supervisors or teams, including providing guidance, resolving employee issues, and participating in recruitment, selection, and performance management processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps), professional, philanthropic, religious, or community organizations. Volunteer work must be documented and must translate directly to paid employment. Meeting all qualification requirements, including applicable education and time‑in‑grade requirements, is required.
