Department: Health and Human Services Union Affiliation: Non-Represented Work Schedule: Monday - Friday Hours per Week: 40 Tillamook County follows Oregon Pay Equity laws in reviewing education, experience and seniority for wage offers. The Dental Director functions as a working manager; working 50% of their work week as an in-clinic dentist for the Tillamook County Community Health Centers (TCCHC), and 50% performing administrative tasks and managing the dental staff. The Dental Director is the head of the TCCHC dental division, they provide clinical dental advice and counsel to Tillamook County Community Health Centers Leadership and the Community Health Council. Responsibilities include direct patient care, clinic administration, training and supervision of dental clinical staff, peer review of contract dentists, and collaboration with the Dental Manager to ensure efficient clinic operations in accordance with Columbia Pacific Coordinated Care Organization (CCO) metric targets. Knowledge, Skills, and Abilities Knowledge Considerable knowledge of principles, practices and procedures of dentistry, oral medicine, and anesthesiology. Considerable knowledge of Methods and techniques of preventive and restorative dentistry and oral hygiene; methods and techniques of dento-alveolar surgery; issues of medical ethics and liability. Working knowledge of principles, practices and objectives of public health, health care programs and services provided by local public and private agencies. Working knowledge of modern office procedures and methods; principles and procedures of record-keeping and reporting; report preparation techniques; basic techniques of supervision and training. Skills Skill in effectively performing all required dental procedures and preventive dental care activities on adults, adolescents and children in a culturally sensitive manner for migrant and other underserved populations. Advanced skill in problem identification and resolution techniques. Abilities Comprehensive ability to diagnose, treat, and control oral conditions and diseases. Comprehensive ability to communicate clearly and concisely both orally and in writing. Ability to gain cooperation through discussion and persuasion. Ability to establish and maintain effective working relations with clients, dental and other county staff, and various organizations. Required Qualifications (Minimum qualifications for this role) Education Doctoral degree in Dental Medicine or Dental Surgery. Experience Three (3) years of experience practicing as a dentist in a clinical dental setting. Certifications or Licenses Licensed as a dentist in the State of Oregon upon hire. Current BLS certification. Current DEA certification. Preferred Qualifications Five (5) or more years of experience practicing as a dentist in a clinical dental setting. Supervisory experience of dental staff including dentists, hygienists, and dental assistants. Experience in budgeting, handling insurance, billing, and operations. Other Qualifications Successful completion of applicable credentialing and privilege requirements upon hire. Duties assigned to this classification include, but are not limited to, the following examples. Direct Patient Care Perform professional dental and oral surgery services for patients served by the clinic; examine and diagnose oral conditions; restore various lesions with appropriate filling materials; extract non-restorable teeth; perform other oral surgery procedures as necessary. Treat infections and diseases of the oral cavity; prescribe appropriate medication; administer anesthesia; examine for, prepare, and fit prosthetic appliances. Interpret radiographs and diagnostic tests to determine type and extent of dental diseases and disorders; review and evaluate medical histories; prescribe medication; administer anesthesia; determine limits of insurance coverage and discuss options for treatment in the absence of a specialty dentist. Provide education and instruction in the prevention and control of oral health to encourage patient well-being; review patient oral habits, diet and nutrition; provide counseling and demonstration of oral disease control methods. Provide triage and treatment of patients requiring emergency dental care; provide consultation and referrals for dental and medical problems not treatable at the clinic. Maintain strict aseptic controls to prevent transmission of communicable diseases; maintain strict control over the dispensing and use of toxic materials. Review and counsel on professional dental care work; plan for proper patient flow through clinic; review and instruct staff on professional approach to patients, technical aspects of chair side dental services, method and organization of recording services and records maintenance. Instruct staff in the maintenance of accurate dental examination and treatment records; submit clinic work reports; participate in staff conferences to review and improve the clinic and county dental care program. Administration Lead the dental team as division head of the TCCHC Dental Program. Dental Director will provide oversight, training and supervision of clinical dental staff at TCCHC dental clinic (including dental assistants, hygienists, and other dentists). Collaborate with Dental Manager to design, develop, and implement appropriate dental policies, protocols and procedures which are in compliance with the most current accepted professional standards. Provide consultation in short- and long-term program planning for the department, including development of goals and objectives; including Oregon Health Authority, Health Resources and Services Administration, and CCO performance metrics for dental/oral health. Provides consultation to the Administrator and Community Health Council regarding dental and oral health issues. Designs, develops, and implements appropriate dental policies, protocols and procedures which are in compliance with the most current accepted professional standards. Participates in recruitment/retention activities of TCCHC. As directed by the Administrator, performs other related and/or necessary tasks to achieve organizational and programmatic goals and objectives. Participate in oral health related meetings and events as needed and requested. Meetings & Conferences Dental Director will travel when necessary to fulfill TCCHC’s needs and attend meetings and/or conferences as necessary and requested to represent TCCHC (i.e., quarterly school-based dental meetings, regional oral health planning meetings and CCO dental director, etc.). Peer Review Monitoring Examines charts of contracted dentists to review diagnoses of dental/oral conditions, proper prescribed treatment and follow through, and determines that referrals of individuals to specialty consultation or treatment is in conformance with approved clinical protocols and guidelines. Examines charts of contracted dentists to determine that patient-dentist transactions are properly reflected in the patient’s dental record so that the dental record accurately and completely reflects the nature of the contact, condition of the patient and the care or treatment was provided. Works with TCCHC dental staff to prepare and submit written reports on contracted dentists to include issues, concerns, and progress for submission to the Administrator and to Oregon Health Plan if required. Prepares specific reports as requested by the Administrator on an as needed basis. Reviews with each contracted provider of the data and productivity and reports findings to Administrator and Oregon Health Plan, if required. Technical Assistance Provide technical assistance when needed for issues that require expert input such as: mobile clinic equipment, staffing for mobile clinic dental, hiring dental staff (dentist, expanded practice hygienist, etc.), and provide contracted providers information on annual Medicaid changes. Provide professional advice for inventory, dental equipment, etc. Confirm accuracy of content for educational materials for individuals or groups in the nature of oral health related conditions and in the general promotion of oral health related disease prevention. Clinical focus on the dental staff and other center grant applications or special projects for consultation. Assists in the provision of continuing education, on-the-job training, and the orientation of community health center staff as requested. Performs additional duties as assigned. Provide team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions, or special assignments. Participate in the recruitment of new employees, including interviewing and making hiring recommendations/decisions and compensation recommendations. Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties. Supervisory Controls Works independently within a broad framework, managing a complex area of responsibility. The supervisor provides direction on overall goals, and performance is reviewed periodically based on outcomes and expected results.
