Utility Engineer - Infrastructure

Position Overview

We are seeking an experienced Utility Engineer – Infrastructure to oversee the planning, design, installation, operation, maintenance, troubleshooting, and optimization of mechanical utility systems supporting a high-volume manufacturing facility.

This position is responsible for a broad range of critical facility systems, including HVAC, Clean Room/Dry Room systems, Steam, Chilled Water, Cooling Water, NMP Recovery, Hot Oil Boilers, Compressed/Nitrogen Gas, Scrubbers, Piping, Wastewater, Pumps, Valves, and other mechanical utility infrastructure .

The engineer will also lead energy-saving initiatives, facility improvement projects, maintenance programs, and construction activities while ensuring safe, reliable, and efficient utility operations.

This position works closely with Safety, Equipment, Controls, Production, Planning, vendors, contractors, manufacturers, and other stakeholders to resolve complex technical issues and support manufacturing operations.

Occasional off-hours call-in support may be required.

Key Responsibilities

Maintenance Planning & Management

  • Develop and manage annual maintenance and repair plans and budgets

  • Plan and coordinate preventive and corrective maintenance activities

  • Monitor maintenance performance and system reliability

  • Identify facility renovation and improvement requirements

  • Coordinate purchase requests and purchase orders for parts, equipment, and services

Investment & Project Management

  • Develop and manage annual capital investment plans and budgets

  • Evaluate facility improvement and investment opportunities

  • Review mechanical and facility drawings, including P&IDs

  • Make basic modifications to engineering drawings when required

  • Develop technical specifications for repairs, renovations, and new construction

  • Prepare construction documentation and RFQs

  • Coordinate equipment and construction procurement

  • Monitor project schedules, budgets, quality, and overall performance

Facility Inspection & Technical Support

  • Conduct daily, monthly, quarterly, and annual inspections of mechanical utility systems

  • Review and respond to facility maintenance requests

  • Troubleshoot equipment and system abnormalities

  • Identify root causes and develop appropriate corrective actions

  • Document abnormal conditions and maintain issue history

  • Develop, manage, and update facility operation and maintenance manuals

  • Optimize utility system operation and efficiency

  • Monitor and manage facility piping systems, including air and water distribution

Mechanical Utility Systems

Support the operation and maintenance of systems including:

  • HVAC systems

  • Clean Room / Dry Room systems

  • Steam and boiler systems

  • Chilled Water and Cooling Water systems

  • NMP Recovery systems

  • Hot Oil Boiler systems

  • Cooling towers

  • Scrubbers

  • Nitrogen (N₂) and other utility gas systems

  • Compressed air systems

  • Wastewater systems

  • Pumps and valves

  • Industrial piping systems

  • Other mechanical utility infrastructure

Energy Management

  • Analyze energy consumption trends by equipment and system

  • Identify opportunities for energy reduction and operational efficiency

  • Develop and implement energy-saving initiatives

  • Monitor and report monthly energy-saving performance

  • Improve utility system efficiency while maintaining reliable production support

Regulatory & Safety Compliance

  • Ensure mechanical facilities comply with applicable local laws, regulations, and safety requirements

  • Support governmental inspections of mechanical utility systems

  • Conduct and support operational safety inspections

  • Monitor safety valves, pressure vessels, and static pressure systems

  • Identify and correct facility conditions that do not meet regulatory or safety requirements

Audit & Compliance Support

  • Prepare and maintain facility documentation required for PSM and ISO audits

  • Support internal and external facility audits

  • Implement corrective actions for audit findings and non-conformities

  • Maintain required technical and operational documentation

Construction & Contractor Management

  • Supervise mechanical utility construction, renovation, expansion, and modification projects

  • Coordinate contractors, subcontractors, vendors, and manufacturers

  • Manage purchase requests and construction materials

  • Inspect equipment, materials, and installation quality

  • Ensure projects meet approved specifications, schedules, budgets, and safety requirements

Emergency Response

  • Develop and participate in emergency response procedures

  • Plan and conduct emergency training related to:

    • Natural disasters

    • Power outages

    • Utility system failures

    • Hazardous material releases

  • Provide technical support during urgent utility-related incidents

Required Qualifications

  • Bachelor’s degree in Mechanical Engineering, Chemical Engineering, Industrial Engineering, or a related field

  • 3–5 years of relevant engineering experience

  • Experience in EV battery, automotive, auto parts, chemical, electronics, or similar manufacturing environments

  • Working-level English proficiency

  • Advanced proficiency in Microsoft Office, including Excel, Word, and PowerPoint

Preferred Qualifications

  • Steam Boiler-related certification or experience

  • Professional Engineer (PE) license or related certification

  • AutoCAD or similar CAD experience

  • Experience reading and modifying P&IDs and mechanical drawings

  • Experience with industrial utility systems in manufacturing facilities

  • Experience working in clean room or dry room environments

Technical Skills

  • Strong understanding of mechanical utility and facility systems

  • Knowledge of HVAC, steam, chilled water, cooling water, and compressed air systems

  • Understanding of boilers, pumps, blowers, chillers, cooling towers, valves, piping, and related equipment

  • Ability to read and interpret P&IDs, mechanical drawings, specifications, and technical documents

  • Strong troubleshooting and problem-solving skills

  • Understanding of preventive and corrective maintenance

  • Ability to develop operation and maintenance procedures, manuals, specifications, and checklists

  • Ability to evaluate technical alternatives and recommend practical solutions

  • Understanding of facility construction, bidding, procurement, and contractor management

  • Ability to manage projects and coordinate multiple stakeholders

  • Ability to work independently while collaborating with cross-functional teams

Work Authorization

  • Must be legally authorized to work in the United States

  • Employment visa sponsorship is not available

Physical & Work Environment

  • Primarily an on-site manufacturing and office environment

  • Regular access to production, utility, maintenance, and construction areas

  • Company-provided uniform and required PPE must be worn

  • PPE may include safety shoes, hard hat, safety glasses/goggles, gas detection equipment, gloves, and protective clothing

  • Additional respiratory and chemical protection may be required in designated areas

  • Noise levels may exceed 90 dB in compressor rooms

  • Certain utility areas may reach approximately 104–122°F

  • Potential exposure to heating-medium oil, NMP, water-treatment chemicals, and lubricating oils

  • Work may involve clean rooms, dry rooms, production areas, utility rooms, and construction sites

  • Occasional off-hours call-in or emergency response may be required
