Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a Safety and Occupational Health Specialist at the Chief Joseph Dam Operating Project assisting on all safety program, compliance issues, and activities. - Assist the Senior Project Safety specialist to plan, develop and implement a comprehensive safety and industrial hygiene program.
- Coordinates, and executes a safety program to ensure compliance with Federal, State and Agency safety laws and regulations.
- Provide advice to the Operations Project Manager and subordinate staff for all safety and industrial hygiene related matters.
- Coordinate required site safety inspection activities.
- Employs knowledge of Operation and Maintenance, and general industry work practices and methods to research, interpret and appropriately apply safety laws, regulations and policies.
- Develop and implement an ongoing safety training program for the Project workforce.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a valid state Driver's License.
- Pre-employment physical is required, to include the ability to wear a respirator.
- Participation in the Medical Surveillance Program is required.
- May be required to wear respirator and other PPE in emergency situations.
- FC-12 ACTEDS training is mandatory for personnel filling these positions. Incumbent must possess or complete FC-12 Level I Professional Certificate in Safety and Occupational Health (PCSOH) program within 24 months of appointment.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest.
- Direct Deposit of Pay is required.
- Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

- Salary includes applicable locality pay or Local Market Supplement.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Management may select at any of the grade levels announced.
- Noncompetitive promotion potential to target grade of GS-09.
- May be required to wear respirator and other PPE in emergency situations.
- Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
- The following incentives MAY BE authorized: Advanced In-hire, Recruitment Incentive, Relocation Incentive, Student Loan Repayment and/or Advanced Leave Accrual.
