This posting will be used to fill positions in Consultant Bridge Design CLE Program, Bridge Management, Rail Bridges & Structures, Major Bridge and any other unit within the Division of Bridges.
POSITION HIGHLIGHTS

Transportation Engineer 3 positions in the Division of Bridges provide lead technical and project management services that directly support the safety, capacity, and efficiency of the State of Connecticut’s transportation infrastructure. Engineers in these roles take on complex and challenging structural engineering assignments and contribute to impactful statewide programs in areas such as Consultant Bridge Design CLE Program, Bridge Management, Rail Bridges & Structures, Major Bridges, and other units within the Division. The Division of Bridges oversees and advances the State’s inventory of highway and rail bridges, as well as other critical transportation structures including span poles, mast arms, overhead highway sign supports, and highmast lighting. Engineers support capital projects and program initiatives by overseeing consultant deliverables, managing project and budget performance, coordinating with stakeholders, and applying data driven asset management tools as needed. Depending on the assigned unit, Transportation Engineer 3’s may: Lead coordination with consulting engineering firms in the development of bridge rehabilitation, replacement, or major structure projects; Manage structural design tasks, alternatives analyses, technical reviews, and contract document development for bridges and transportation structures; Support the development and implementation of asset management strategies, including data collection, analysis, and lifecycle planning for the statewide bridge inventory; Oversee engineering work for rail bridge and structure projects requiring specialized knowledge of railroad operations, loading, and agency coordination; Contribute to the planning and execution of major bridge projects requiring large scale design efforts, multidisciplinary coordination, and advanced structural engineering judgment. Throughout project delivery, engineers in the Division of Bridges follow projects from concept through design and into construction, working closely with municipalities, utilities, consultants, and internal DOT units. During construction, they review contractor developed drawings and calculations, ensure adherence to project specifications, and provide timely engineering support to resolve unforeseen field conditions.APPLICATION DETAILS

Possession of an Engineer in Training (EIT) certification and/or Professional Engineer (PE) license Experience analyzing complex engineering problems and developing effective, practical solutions Experience managing project schedules, tracking progress, monitoring design milestone deliverables, managing budgets, and identifying project risks or delays Experience applying AASHTO and CTDOT design and evaluation manuals and interpreting bridge inspection reports, asbuilt plans, structure inventory data, condition data, or performance metrics to inform engineering decisions and support project scoping or asset management needs Experience designing bridge and transportation structures, including accelerated bridge construction practices, use of innovative or durable materials, and preparation or review of plans, specifications, estimates, technical reports, feasibility studies, alternatives analyses, and engineering memoranda Experience collaborating with multidisciplinary teams such as consultants, municipalities, utilities, railroads, and internal DOT units and coordinating with Federal, State, and local regulatory agencies, including interpreting regulatory requirements and preparing or reviewing permit submissions and consultant prepared permit applications Experience leading engineering tasks, coordinating work assignments, and providing direction or technical guidance to other staff or consultants to accomplish project goals Experience presenting, to small and large groups, complex information to diverse populations including officials, peers, and members of the public Experience negotiating or resolving technical, scope proposal, or schedule related issues with consultants, agencies, or stakeholders Experience coordinating with railroads and reviewing consultant prepared railroad bridge or structure designs including application of AREMA guidance (for Rail Bridges & Structures unit applicability) Experience working independently, demonstrated initiative, and strong organizational skills, including ability to manage multiple tasks, priorities, and deadlines simultaneously Experience using Office 365 applications, Microsoft Project, and COMPASS ConclusionAN AFFIRMATIVE ACTION/EQUAL OPPORTUNITY EMPLOYER

A Bachelor’s degree in engineering and three (3) years of experience in transportation engineering.MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity. NOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Engineering).MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor's degree requirement. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement. A Master’s degree in engineering may be substituted for one (1) year of the General Experience. Current incumbents in the class of Transportation Engineer 2 (Engineering) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (Engineering) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years' must have been as a Transportation Engineer 2 (Engineering).SPECIAL REQUIREMENTS
