Position Summary 

The Community Health Program Manager provides strategic and operational leadership for BSA’s Health Pillar, overseeing HIV/STI testing, counseling, prevention education, and clinical compliance within BSA’s on-site testing program and community-based outreach initiatives.

 

This role ensures that all health services are: 

Trauma-informed and affirming 

Compliant with state and local regulations 

Data-driven and outcome-oriented 

Culturally responsive to LGBTQ+, Black, and Brown trans communities 

 

The Community Health Program Manager supervises testing staff and the Youth Outreach Coordinator, develops and maintains community linkage agreements, oversees quality assurance, and ensures that the on-site clinic operates efficiently, ethically, and safely. 

This is a management-level role responsible for program oversight, regulatory compliance, supervision, and strategic growth of the Health Pillar. 

 

Responsibilities 

Program Leadership & Strategic Oversight 

Lead implementation and ongoing development of BSA’s HIV/STI testing and prevention services. 

Develop annual program goals, service targets, and quality improvement plans in partnership with the Director of Programs. 

Ensure alignment between health services and BSA’s broader trauma-informed and harm reduction framework. 

Identify opportunities for program expansion, partnership development, and increased community access. 

 

Clinical Operations & Compliance 

• Oversee daily operations of on-site HIV/STI testing services and mobile/outreach testing events. 
• Ensure compliance with Illinois Department of Public Health (IDPH), HIPAA, and other applicable regulations. 
• Maintain or oversee CLIA waiver compliance (if applicable). 
• Develop, implement, and regularly update testing and counseling protocols. 
• Conduct internal audits to ensure adherence to confidentiality, consent, and biohazard safety standards. 
• Ensure all testing staff maintain required certifications and continuing education. 

 

Data & Reporting 

• Maintain accurate and confidential client records in compliance with all applicable laws and grant requirements. 
• Monitor service utilization, testing trends, and demographic data to inform program improvements. 
• Prepare monthly, quarterly, and annual reports for internal leadership and external funders. 
• Maintain inventory systems for testing kits, medical supplies, and clinic materials. 

 

Community Engagement & Partnership Development 

• Develop and maintain formal linkage agreements (MOUs) with culturally responsive healthcare providers and agencies. 
• Represent BSA at community events, health fairs, and prevention initiatives. 
• Collaborate with the Marketing & External Communications Specialist to support public education campaigns. 
• Develop workshops and educational materials centered on HIV/STI prevention, sexual health, and harm reduction. 

 

Quality Assurance & Compliance 

• Ensure adherence to Illinois Department of Public Health (IDPH) guidelines and organizational policies. 
• Conduct regular audits of testing procedures and counseling practices. 
• Stay current on emerging trends and best practices in HIV/STI prevention and care. 
• Ensure all testers on BSA staff maintain their certifications.
• Provides responsive, cross-functional support to program staff to ensure continuity of services and team effectiveness. 
• Other duties, as assigned. 

 

Supervision & Management 

• Provide weekly supervision for Outreach Coordinators. 
• Perform annual performance reviews. 
• Manage scheduling, in collaboration with Behavioral Health Manager and Director of Programs. 

 

Skills 

• Strong knowledge of HIV/STI prevention, testing, and counseling protocols. 
• Ability to provide supervision for 1-2 direct reports.
• Ability to develop and maintain community partner relationships and MOUs.
• Excellent verbal and written communication skills. 
• Ability to maintain confidentiality and uphold ethical standards. 
• Ability to maintain inventory and sanitation standards for physical, clinical space.
• Strong organizational and time-management skills. 
• Ability to work independently and collaboratively in a fast-paced environment. 
• Cultural competence and sensitivity to the needs of marginalized communities. 
• Proficiency in Microsoft Suite and data management systems. 

Qualifications
Required: 

• Bachelor’s degree in Public Health, Social Work, Counseling, or related field (or equivalent lived and professional experience). 
• 3–5 years of experience in HIV/STI testing and counseling. 
• 3–5 years of experience managing community partnerships and linkage agreements. 
• Current certification in HIV/STI testing and counseling (IDPH or equivalent). 
• Experience supervising staff or volunteers in a health or community-based setting. 
• Demonstrated experience working with LGBTQ+ and BIPOC communities. 

 

Preferred: 

Supervisory experience in a health or community-based setting. 

Knowledge of grant reporting and program evaluation. Bilingual (English/Spanish) a plus.

• Annual salary: $70,000
