Supervisory Equal Opportunity Specialist (District Director)

DutiesPlanning, assigning, and evaluating the work of a staff of supervisors aimed to administer and maintain the Office of Federal Contract Compliance Programs' (OFCCP) investigative programs.Investigates and resolves discrimination complaints, within jurisdiction, as well as closes complaints when no basis is found.Reviews and provides guidance to federal contractors, and subcontractors, to prohibit violations of federal discrimination laws.Negotiates, and monitors, conciliation agreements with contractors whom are found to be non-compliant with federal equal opportunity laws.Analyzes affirmative action plans submitted by contractors.OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans’ Readjustment Assistance Act of 1974, as amended. These laws ban discrimination and require Federal contractors or subcontractors to take affirmative action to ensure that all individuals have an equal opportunity for employment, without regard to race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, disability or status as a protected veteran.Requirements Conditions of EmploymentAppointment to this position may require a background investigation.Requires supervisory probationary period if requirement has not been met.Must be at least 16 years old and a U.S. Citizen.Applicants must meet all legal and regulatory requirements. Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.You may already be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements. DATES WILL NOT BE ASSUMED.Applicants must have 52 weeks of specialized experience equivalent to at least the GS-13 level in the Federal Service. Qualifying specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.Specialized experience must include 3 or more of the following to minimally qualify for this position:Implements contract compliance regulations and investigating programs that prohibit federal contractors/subcontractors from discrimination based on race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, disability or status as a protected veteran.Directs staff and participates in civil rights investigations of employers focusing on equal employment opportunity and/or affirmative action policies.Directs staff who analyze employment practices to determine whether those practices discriminate against members of protected groups.Leads a staff who investigates, negotiates, and supports litigation relating to the resolution of noncompliance with regulatory requirements including, but not limited to, discrimination violations.Leads a staff in the investigation and adjudication of discrimination complaints related to civil rights violations.Examples of specialized experience include, but are not required: Attorneys with civil rights, civil litigation, or federal contract experience, equal opportunity officers/officials of organizations with federal contracts, organizational managers who oversee equal opportunity policies are in compliance with federal law, and other positions related to contract compliance with federal laws, statutes, etc..EducationThere is no substitution of education for experience at the GS-14 level.Additional informationDOL seeks to attract and retain a high performing and diverse workforce in which employees’ differences are respected and valued to better meet the varying needs of the diverse customers we serve.
