B - Boldly Go E – Embrace Equity H - Humble Confidence I - Inclusive Stewardship V - Value Reputation E - Extraordinary Experience Position Summary: The Program Manager is responsible for the day-to-day management and execution of assigned Market Development Initiatives (MDI) programs within a single utility or market. Working under the direction of the Senior Program Manager, this role manages program delivery, staff, program-level partners, client deliverables, budgets, reporting, and participant outcomes. The ideal candidate brings relevant workforce development, contractor development, or program management experience and can manage multiple priorities while maintaining strong relationships with clients, partners, and internal teams. Lead, embrace and operate within our core values. Oversee 1-2 programs of similar focus within the MDI Client portfolio. Typically focused on a 1-2 utility or market and a defined geographic or customer segment. Manages core program elements such as: Recruitment and onboarding for 1-2 cohorts. Day-to-day tracking deliverables for their assigned programs. Coordination with a small number of external partners/vendors (typically Ensures reporting accuracy for their specific program(s) in Salesforce/Power BI. Supports employer engagement but is not primary lead for multi-program strategy. Responsible for implementing, not redesigning, established program processes. Leadership & Program Management: Manage direct reports and oversee program staff where applicable. This includes interviewing, planning, assigning, completing performance evaluations, coaching, mentoring and directing work. Complete and manage quarterly program performance evaluations with staff and client. Provide daily leadership to program staff including managing program promotions, communication, marketing requests, and assisting team to creatively meet the program’s goals. Lead and develop team members based on core values-driven culture that encourages top performance with compassion. Develop and implement a plan to attract new customers/energy efficiency service providers to meet program objectives. Develop a comprehensive understanding of the program’s strategic direction regarding energy efficiency and the business activities of its customers. Develop and oversee the processing of program paperwork through designated tracking systems. Coordinate with program evaluators to understand evaluation plans and communicate program procedures to staff. Be a member of several working groups that will coordinate the program with other organizations working in the program. Manage and report KPIs as required to the client, partner, or our company’s management by the requested due date. Incorporate “best practice” methods of energy efficiency program implementation. Provide a professional appearance appropriate to represent both Walker-Miller and the client. Lead and attend relevant presentations promoting energy efficiency programs. Practice effective project management skills in leading the program. Serve as the day-to-day program contact for the assigned utility/client, support the client relationship, and make operational decisions for assigned programs; elevate strategic or cross-program issues to the Senior Program Manager. Assist with the preparation of monthly invoices and activity reports as required to the client, partner, or Walker-Miller management. Program Recruitment & Engagement: Work with the client and Senior Program Manager to develop and implement marketing and communications plans to educate customers about energy efficiency and drive participation in assigned programs. Lead and attend relevant presentations promoting energy efficiency programs. Oversee participant onboarding, setting clear expectations and goals for program engagement and success. Act as a mentor and advocate for participants, fostering their professional growth and ensuring a supportive program environment. Stakeholder Collaboration: Maintain and coordinate program-level relationships with community organizations, educational institutions, philanthropic organizations, and industry partners to support participant recruitment, training, placement, and program delivery. Collaborate with internal teams, including Operations and HR, to align program objectives with organizational goals. Represent Walker-Miller Energy Services at industry events and workforce development forums. Continuous Improvement: Stay informed on industry developments, workforce trends, and best practices in workforce development. Incorporate participant and stakeholder feedback to enhance program delivery and outcomes. Develop strategies to expand the program’s reach and impact in alignment with organizational objectives. Provide administrative services plan to develop client reporting processes. Ensure continuous improvement of operations year after year. Minimum Qualifications: Bachelor’s degree in Business Management, Community Relations, Marketing, Supply Chain, Logistics, energy, or a related field; equivalent relevant work experience may be considered. 2+ years of Workforce Development, contractor training, Program Management or equivalent experience. 2 + years of demonstrated direct or indirect leadership required. Experience supporting recruitment, onboarding, training, or delivery for 1–2 cohorts or comparable program cycles. Experience leading, coordinating, or delegating work across a team of more than one staff member or comparable cross-functional team. Demonstrated financial and project management experience, including managing or tracking program budgets, expenses, resources, and deliverables. Experience in at least one of the following areas: community development, workforce development, contractor development, grassroots/community engagement, or public-sector program management. Experience supporting employer engagement, business development, marketing, outreach, or related program-growth activities. Experience coordinating with external partners or vendors; typically fewer than five active relationships within an assigned program portfolio. Demonstrated ability to prioritize competing responsibilities and manage multiple deliverables in a fast-paced, changing environment. Proficiency with Microsoft Office, including Word, Excel, PowerPoint, and Outlook. Experience maintaining accurate program data and reports using tracking systems/databases such as Salesforce, Power BI, or comparable systems. Ability to communicate effectively, verbally and in writing, with clients, partners, participants, and employees. Ability to analyze program, budget, and performance data and use that information to support operational decision-making. Reliable transportation and ability to travel within the assigned territory as required. Licenses & Certifications PMP Certification preferred but not required.
