Legal Assistant II - SR-20

Duties Summary Perform paralegal work in support of attorneys requiring substantial judgment and discretion, including evidence establishment, case development, legal research, drafting, outlining, summarizing subjects, laws, statutes, briefs, and other documents; perform other related duties as assigned. Examples of Duties Perform legal research and draft memorandum of law including summaries of decisions, statutes, and other authorities. Verify and update cited case laws, statutes, and other authorities. Write first drafts of court documents and outlines of briefs, memos, opinions, stipulations, and orders. Explain legal procedures and interpretations to County employees. Research and prepare final drafts of discovery. Coordinate and set up depositions. Prepare and issue subpoenas duces tecum. Ensure proper evidencing for the County's position. Interview witnesses and staff to verify evidence, obtain statements, and secure cooperation for proceedings. Index and organize depositions and trial material, prepare exhibit binders and discovery logs, summarize depositions. Draft new or corrective legislation and rules as needed. Assist attorneys in court by coordinating exhibits, maintaining witness contact, issuing subpoenas, arranging travel, and preparing witnesses for testimony. Monitor compliance with decisions, stipulations, and orders. Update legal research materials and law library; review decisions, opinions, rulings, and other materials to stay current. Provide preliminary legal consultation to employees, departments, agencies, etc., and perform other legal work normally performed by attorneys, except those constituting unauthorized practice of law. Perform RAP checks as necessary. Work on forfeitures including reviewing requests, drafting probable cause and documents for administrative forfeitures, preparing discovery for judicial forfeitures, and preparing quarterly reports. Intake claims for collection program; verify amounts; draft claim letters and complaints. Perform other related duties as assigned. Minimum Qualification Requirements Graduation from an accredited college or university with a baccalaureate degree (scan and attach official transcript). Three (3) years of work experience in a law office involving interviewing, legal research, evaluation and analysis of legal issues, preparation of legal reports, documents, and correspondence. Possession of a valid State of Hawai‘i driver’s license (Class 3) or other comparable license at the time of filing. Note: Foreign transcripts must be accompanied by an official credential evaluation report. Knowledge and Skills Knowledge of interviewing techniques, rules of evidence, legal system and procedures, legal research methods, and sources of legal information. Ability to understand and explain legal processes, identify potential unauthorized practice of law issues, read and understand laws, statutes, rules, and documents; evaluate and analyze facts and legal issues; prepare legal reports, documents, and correspondence; communicate clearly; follow instructions; and work tactfully and effectively with others. Physical Requirements Persons seeking appointment must meet the health and physical condition standards deemed necessary and proper to perform the essential functions with or without reasonable accommodations.
