***POSITION IS LOCATED AT JAMAICA PLAIN, MA CAMPUS***
OUR MISSION: To fulfill President Lincoln's promise "To care for him who shall have borne the battle, and for his widow, and his orphan" by serving and honoring the men and women who are America's Veterans. How would you like to become a part of a team providing compassionate care to Veterans?
DUTIES: As a Clinical Engineer for the VA New England Health Care System (VISN 1), the incumbent provides professional engineering and relevant information technology support to a complex, technically sophisticated, and service oriented Clinical Engineering Consolidated Program (CECP). The CECP includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training, and ongoing technical support. The incumbent supports the VA's mission and CECP goals while operating in accordance with VISN policies, biomedical policies, and standards of professional service. He/she is a professional consultant and advisor on healthcare technology matters to VISN executive management, VISN Program Officers, executive management at all medical centers and clinical service lines, and facility department directors. He/she consults with, and provides guidance to technical staff in all Clinical Engineering Programs throughout the VISN. The Clinical Engineer works in conjunction with the VISN Chief Clinical Engineer on matters pertaining to Clinical Engineering technology management, program operations, and effective delivery of services. The Clinical Engineer is recognized as a technical expert and advisor on Clinical Engineering issues and aids in the support provided by clinical engineering staff across the VISN. He/she is responsible for providing assistance to the clinical staff in selection, deployment, and utilization of medical equipment. The Clinical Engineer advises the VISN Chief Clinical Engineer and management staff in the areas of high-cost and high-volume medical technology, the networking of medical technology, a wide array of general biomedical technology, and specific healthcare technology issues. The Clinical Engineer leads technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations, and develop specifications. These technology assessments are often extremely complex and stakeholder intensive. He/she works collaboratively with the Contracting staff to procure medical equipment that best meets clinical needs on balance with competitive processes and value considerations. The Clinical Engineer coordinates implementation of medical technology including assessing site preparation requirements, managing project activities and timelines, monitoring installations, and facilitating training of equipment operators and maintainers. While the Clinical Engineer primarily supports healthcare technology across the VISN, he/she occasionally supports local facility initiatives. The Clinical Engineer supports healthcare technologies that extend across the VISN. As such, he/she will spend time physically at each location, as well as provide technical support virtually from his/her location within VISN 1. A more detailed description is available in Human Resource Management Service.

- Background and/or Security Investigation required
Required Skills: VA Handbook 5005/15, Part II, Appendix G-38 BIOMEDICAL ENGINEER QUALIFICATION STANDARD Basic Qualifications
Citizenship. Citizen of the United States.
Education and/or Experience (1) Bachelor's degree: Professional engineering. To be acceptable, the curriculum must: (a) Be in a school of engineering with at least 1 curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or, (b) Include differential and integral calculus, and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics and/or dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics and/or hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); or (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR,
(2) Combination of education and experience: College-level education, training, and/or technical experience that furnished: [a] a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and [b] a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering. The adequacy of such background must be demonstrated by 1 of the following:
1. Professional registration: Current registration as a professional engineer by any State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than a written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State board's eminence provision as a manufacturing engineer typically would not be rated eligible for biomedical engineering positions.
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners of a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph 2.b(1).
4. Related curriculum. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
English Language Proficiency. Biomedical engineers must be proficient in spoken and written English
