JOB DESCRIPTION
Primary Purpose Provide engineering technical development, oversight, project execution, and project management responsibilities in support of a broad range of water facility projects including gathering, conveyance, storage, and distribution. The candidate will coordinate and communicate with various Tallgrass commercial and operational groups to support business development, applying basic engineering analytical concepts, coordinating between multiple entities, and developing a project and engineering/execution plan for successful completion of a project to meet business objectives. Work with Tallgrass's customers, the public, government agencies, and other stakeholders to communicate project goals and objectives, advancing projects from concept to design/engineering to construction and ultimately through realization of operations. Education Project Manager – Bachelor's degree in Engineering or Construction Management, or equivalent from an accredited institution with a minimum of 8 years of relevant job experience. Experience / Specific Knowledge 5 years of experience in major project environments with direct work experience in engineering or project management of municipal and/or industrial water projects including transmission, metering, pumping, storage, gathering, processing/treatment, and distribution. Full complement of project management skills including project scoping and estimating using work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement procedures, and permitting. Executed at least one major capital project with a total installed cost of more than $20 million. Very strong analytical skills to develop concepts while working in partnership with Tallgrass Commercial personnel. Exceptional verbal and written communication skills, including the ability to present ideas, proposals, and results to business segment leaders and to internal and external customers. Ability to organize and prioritize daily work, track and manage large projects, and see projects to completion while maintaining strict confidentiality as necessary. General understanding of how corporate policies, procedures, practices, and processes relate to the Water business segment, associated business units, and internal and external customers. Basic economic analysis as it pertains to project justification. Ability to identify and establish expectations in an employee/employer relationship (subordinate/manager). Solid leadership, communication, motivation, and interpersonal skills. Ability to manage projects that include working with individuals of varying disciplines, backgrounds, and experience levels. Working knowledge of applicable regulations and agencies such as DOT, OSHA, EPA, and state counterparts (e.g., DEQ, SEO). Proficiency in MS Office applications including Excel, Word, Access, PowerPoint, Project, Teams, and Outlook. Certifications, Licenses, & Registrations Valid driver's license and satisfactory driving record for travel. Competencies, Skills, & Abilities Effective conflict resolution and problem-solving with people. Well-developed interpersonal skills to manage, lead, and direct Tallgrass and third-party personnel. Analytical ability to assess financial and cost data and provide recommendations. Accept direction and work cooperatively with others. Strong leadership, communication, and interpersonal skills with both company and contract employees. Goal-oriented, self-motivated, and able to work independently. Strong analytical and troubleshooting skills. Professional demeanor and respectful attitude with coworkers, clients/customers, vendors, and regulatory agencies. Perform all essential and marginal functions of the job. Work with a team, take directions from management, adhere to required work schedules, focus on details, and follow work rules. Successfully perform multiple tasks with strict deadlines. Organize and prioritize daily work. Job level commensurate with experience and skill set; position will be filled based on qualifications. Physical Demands Sitting, standing, walking, and moving through facilities and/or sites. Driving, talking, seeing (close, distance, color, peripheral, depth perception), hearing, feeling, bending, stooping, squatting, crawling, crouching, reaching, kneeling, pushing, pulling, lifting. Minimal safety hazards (general office conditions). Maintain prolonged periods of sitting, standing, and walking. Use hands to type, touch, handle, or feel. Talk and hear. Stand and reach with hands and arms. Walk and climb or balance occasionally. Lift up to 10 pounds regularly and up to 50 pounds occasionally. Field activities may include walking through sites, climbing in and out of trenches, working around heavy equipment, negotiating rough terrain, and working in confined spaces. Working Conditions Typical workday mostly in an office, with potential changes by location. Work in all weather conditions. Communicate effectively with coworkers and adhere to safety policies. Overtime may be required in emergencies. Carry a cell phone and be available during working and non-working hours. Must complete background check and drug screen pre-employment. Supervisory Responsibility Technical work direction and oversight of staff and contractors. Preferred Education, Experience, Certifications, Competencies, Skills & Abilities Registered Professional Engineer (PE). Project Management Professional (PMP). Training in project management software and techniques (scoping, estimating, work breakdown structures, cost and schedule control, design and construction management, team building, resource planning, procurement, permitting). Knowledge of industrial and municipal water system operations. Compensation The annual salary range for this position will be $125,300–$187,900 per year. Essential Duties & Responsibilities Manage projects ensuring safety, reliability, environmental and human impacts are mitigated while meeting project goals (Schedule, Budget, Safety, Quality). Create long- and short-term plans, set milestones, and adhere to deadlines. Delegate project tasks to internal or external resources best positioned to complete them. Make effective decisions regarding next steps when presented with multiple options. Serve as point of contact and on-site representative for teams to ensure synergy. Perform quality control throughout development to maintain expected standards. Adjust project schedules and targets as requirements or financing change. Provide preliminary work scopes, estimates, and budgeting details. Support the bidding process to ensure competitive and effective costing. Provide project management to ensure projects align with commercial commitments. Advise management of progress and develop strategies for necessary adjustments. Promote safer, more efficient, cost-effective operations. Interface with customer representatives, regulators, Tallgrass staff, and others as needed. Interact with operations personnel during concept, design, construction, and post-construction turnover. Follow all Tallgrass policies, procedures, and best practices. Provide leadership and direction to project teams (internal and external service providers). Ensure project documentation compliance with corporate, federal, state, and other governing bodies. Prepare and deliver presentations communicating proposals, descriptions, and statuses to management, customers, agencies, and the public. Provide accurate monthly project cash flow forecasts. Ensure ongoing improvement through evaluation of current processes. Travel as required (10–15% across a broad geographic region, specifically Southeast Wyoming from Lakewood, CO). Organize projects in the Company’s financial control system, review and manage expenditures, and prepare monthly cost control reports. Interact effectively with a wide variety of people with professionalism and courtesy. Speak clearly and listen carefully, both in person and by telephone. Maintain reliable attendance and high performance. Work non-traditional hours as needed. Maintain high regard for personal safety, company assets, employees, and the public. Perform other daily, weekly, monthly, or special project duties as identified and defined.
