Environmental Engineer 2 (Public Health) (35 Hour)

Introduction
We are seeking a skilled environmental engineering professional to support high-quality, compliance-focused infrastructure improvements across Connecticut.
The Connecticut Department of Public Health (DPH) is recruiting for an Environmental Engineer 2 to work within a unit tasked with developing an Alternative Treatment Systems (ATS) program within Regulatory Affairs Branch's Environmental Health Section.
Alternative treatment systems utilize advanced mechanical technologies that surpass conventional septic systems in treating wastewater and removing pollutants. This program will work closely with the Environmental Engineering Program.
The ATS Program will address environmental and housing development needs in Connecticut and will help DPH assist with achieving the Governor's housing development goals and addressing the unique wastewater management challenges in underserved areas.
Schedule
- Full-time, 1st shift, 35 hours per week, Monday - Friday
- Flex schedule and potential telework after the working test period, consistent with State policy

Position Highlights
Under the direct supervision of a Durational Project Manager, this position will be responsible for duties that will include, but are not limited to, the following:
- Reviewing and permitting AT system designs over 2,000 gpd, but under 10,000 gpd
- Providing technical assistance and enforcement support
- Conducting site assessments, system inspections, and evaluations
- Reviewing municipal engineering reports and annual product performance assessments

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for independently performing a full range of tasks in inspecting water purification, sewage, and industrial waste treatment plants; conducting sanitary surveys; inspecting public and semipublic water supplies and watersheds; investigating potential or existing sources of pollution for the purpose of pollution control of public waterways or inspecting solid and hazardous waste treatment and disposal facilities and reviewing plans for such facilities and conducting investigations of groundwater contamination.
EXAMPLES OF DUTIES
- Conducts sanitary surveys and inspections of community and noncommunity water supplies, including surveys of watersheds and all factors which may affect purity of supply;
- Inspects chlorination and filtration plants;
- Reviews operating procedures;
- Performs chemical, bacteriological, and microscopic examinations;
- Suggests improvements in methods and procedures;
- Inspects methods of distribution and plumbing;
- Checks such factors as back-siphonage or cross-connections;
- Investigates and approves subsurface sewage systems and wells;
- Performs field tests;
- Collects and analyzes samples;
- Reviews plans for and operating procedures of water treatment plants and sewage disposal systems;
- Prepares plans and sketches for water supplies and sewage systems;
- Reviews plans and specifications for water treatment plants, water distribution systems, storage tanks, and wells;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of
- principles and practices of environmental engineering with references to water supply, sewage, and bathing places, but not including sanitary aspects of industrial hygiene, milk production, or insect control;
- methods and practices of sewage treatment and water purification;
- Skills
- interpersonal skills;
- oral and written communication skills;
- Ability to
- conduct detailed engineering investigations and studies;
- prepare, review, and evaluate plans and sketches of water and waste and sewage treatment facilities;
- conduct and interpret chemical, bacteriological, and microscopic analyses of water and wastes.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in environmental engineering involving groundwater, the design, construction, or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in civil, chemical or environmental engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience working with Subsurface Sewage Installation or Alternative Treatment Systems
- Experience working with Local Health Departments
- Experience reviewing technical documents for consistency with policies, statutes, or regulations
- Experience communicating technical information to peers, supervisors and managers
- Experience working in a regulatory capacity
- Experience presenting technical information to various audiences
- Experience working in a team environment
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
