Road Maintenance Equipment Operator 2 - Journey

Department: Public Works Union Affiliation: AFSCME Work Schedule: Monday - Thursday Total Hours Per Week: 40 Tillamook County follows Oregon Pay Equity laws in reviewing education, experience and seniority for wage offers. Special Instructions – Class A Commercial Driver’s License is Required Please submit a 3-year driving record with your online application. Most states provide this information online, while others require you to make the request at your local Department of Motor Vehicles. Experience One (1) year of progressively responsible experience in the operation of medium-sized road maintenance equipment. Certifications or Licenses At the time of the appointment, must possess a valid Oregon driver’s license and maintain an acceptable driving record. Requires an Oregon Class A commercial driver’s license. Tanker endorsement (preferred). May be required to possess an Oregon pesticide applicator’s license if weed control duties are assigned. Within four (4) months must possess traffic control, first-aid, and CPR certifications. Other Qualifications Must pass a pre-employment criminal history background investigation. Must pass a pre-employment, post offer drug/alcohol screening. Duties Duties assigned to this classification include, but are not limited to, the following examples. Operate asphalt hotbox Operate asphalt zipper Operate Backhoe Operate Bucket truck Operate Dump truck Operate Excavator (up to 30,000 pounds) Operate Loader Operate Mower Operate Personnel hoist Operate Power broom Operate Roller (small) Operate Skid steer Operate Woodchipper Flag work zones; place and remove temporary traffic control signs, divert, warn and direct traffic around hazards or crews working in roadway. Operate vehicles not requiring a commercial driver’s license, such as pickups and forklifts. Operate hand power tools such as weed eaters, blowers, augers, and chainsaws that have bar lengths less than 32-inches. Perform all activities in support of road maintenance functions including manual labor: cleaning and installing culverts; cleaning shoulders and ditches; installing and repairing fences, install and maintain road signs, and guardrails; cutting, removing and burning brush; serve as traffic flagger. May perform manual tasks on asphalt patching or paving crew; remove loose material, spread sand or asphalt, hand sweep gravel from areas to be patched. May provide ground support for equipment operators by assisting with material handling, clearing debris, and ensuring worksite readiness. Ensure proper work zone safety by marking areas with proper signs and flaggers as needed, maintaining clear communication with the public. Work collaboratively as a team to complete road maintenance projects efficiently and safely. Serve in an on‑call status for emergencies. Remove road hazards such as dead animals, branches, etc. Perform pre‑trip inspections and minor maintenance on assigned equipment ensuring proper function and safety before use. Must follow established policy and procedures in operating and inspecting all equipment. Identify, report, and mitigate hazards such as fallen trees, flooding, and damaged roadways. Performs additional duties as assigned. Supervisory Controls Not a supervisory role but provides informal training/orientation to volunteers, or newly assigned personnel. Works under general supervision with recurring tasks performed independently. The supervisor provides professional advice on non‑routine matters and periodic reviews are conducted to ensure adherence to expected results. The employee receives general instruction regarding the scope and approach to assignments, but procedures, problem resolution, and time management are left to employee discretion. At this level, the incumbent is expected to identify the proper equipment to be used and to operate it safely within its limitations. Work is reviewed periodically to ensure it is in compliance with department policies and procedures. The supervisor is available for consultation during emergency and unusual situations. Physical Demands and Work Environment The work requires considerable and strenuous physical exertion, such as frequent climbing of tall ladders, lifting heavy objects over 50 pounds, crouching or crawling in restricted areas. Work requires bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking. There is common exposure to dust, pollen, poison oak, traffic, and fumes. There is frequent exposure to situations where there could be injury or loss of life due to moving equipment and/or traffic. The risk can be substantially controlled but not eliminated by safety precautions. Work is performed in adverse weather conditions such as snow, rain, flooding, summer heat, etc. Extensive driving is required.
