Solid Waste Division Job

The Solid Waste Division is a division within the Public Works Department and provides weekly curbside collection of household garbage, yard waste collection, and bulk waste collection.

This position involves responsible skilled work in operating various solid waste trucks and equipment, such as rear loader, boom truck, and bandit truck, to collect and dispose of yard waste, curbside trash, and other solid waste materials on assigned residential routes. Employees may also operate a side loader truck and serve as a lead worker, overseeing safety and work quality while supervising fellow employees. The work is performed under the supervision of the Solid Waste Superintendent and Assistant Superintendent, with a focus on ensuring compliance with safety standards, including OSHA regulations on bloodborne pathogens. The quality of service is evaluated through observation and public satisfaction.

Examples of Duties

• Trash and Yard Waste Collection: Operates trucks along assigned routes to collect limbs, yard waste, curbside trash, debris, and junked furniture or appliances, ensuring proper disposal.
• Equipment Maintenance: Conducts pre-trip and post-trip inspections, performs routine preventative maintenance, cleans equipment, and ensures proper functionality.
• Crew Collaboration: Works alongside collection crews to load and clear trash and debris, including roadside cleanups and landfill dumping.
• Safety Practices: Adheres to safety protocols to ensure the well-being of self and coworkers during operations.
• Device Usage: Utilizes a NovoGov devices to record pickup locations, report problem areas, and enhance route efficiency.
• Customer Interaction: Answers citizen inquiries regarding Solid Waste Division policies and procedures in a professional manner.
• Vehicle Operation: Drives CDL-required vehicles and operates specialized equipment, including forklifts, to handle trash carts and other materials.
• Attention to Detail: Cleans areas around trash cans, picks up loose trash, and ensures thoroughness in waste collection tasks.
• Adaptability: Performs related duties as required, showcasing flexibility in handling various tasks.

Qualifications

Knowledge and Expertise:

• Equipment Operations: Understanding the principles and practices of operating and servicing trucks and equipment.
• Regulations: Comprehensive knowledge of traffic laws and CDL regulations governing equipment operation.
• Safety Awareness: In-depth knowledge of occupational hazards and necessary safety precautions for garbage collection equipment operation.
• Technical Skills: Familiarity with basic computer operations and electronic data input systems, such as Mobile 311.

Skills and Abilities:

• Operational Skill: Proficiency and care in equipment operation.
• Instruction Compliance: Ability to accurately follow oral and written directions.
• Record Keeping: Capability to maintain simple records effectively.
• Team Collaboration: Strong ability to work responsibly and cooperatively as part of a team on related routes.

Minimum Qualifications:

• High School Diploma or GED equivalency, and two years experience working outdoors and a minimum of two years driving CDL class type vehicles.
• Valid NC Class B Commercial Driver's License (CDL)
• Subject to random drug testing under Federal DOT Regulations

Physical Requirements and Working Conditions:

• Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, feeling and repetitive motions.
• Employee must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 20 pounds of force constantly to move objects. Be able to lift 50 pounds without assistance.
• Must possess visual acuity to operate a solid waste collection vehicle and collect garbage and refuse.
• Work is performed in varying traffic conditions and requires knowledge and application of traffic and occupational safety measures.
• Employees are also subject to varying weather conditions.
