Junior Small Business and Compliance Officer EQUAL OPPORTUNITY EMPLOYER/VETERANS/DISABLED SUMMARY The Junior Small Business Liaison and Compliance Officer (Junior SBLO) will support all Dutra divisions in ensuring compliance with applicable Small Business Program requirements and Project Compliance responsibilities for all Dutra branches under the direction and training of the Small Business & Compliance Officer. This position performs a broad range of administrative, compliance, outreach, and documentation duties in support of small business subcontracting goals on bids and project set-up compliance for active/awarded projects. The Junior SBLO will work closely with Estimating, Purchasing, and Operations to assist with project compliance requirements (e.g. SOS/business licenses, apprenticeship filings, and preliminary notice filings), maintain accurate records, support Good Faith Efforts, assist purchasing with finding vendors, and promote meaningful small business participation in accordance with federal, state, port, city, and county program requirements. - Assist SBLO with preliminary notices. This may include training on how to file them, training on how to receive them from lower tier subcontractors, and general assistance with properly documenting and saving everything into the system.
- Assist SBLO with public work project set-up. This may include filing DAS 140s with various unions and monitoring non-union projects to ensure that DAS 142s are timely filed.
- Assist SBLO with monitoring, maintaining, and renewing SOS/business licenses. This may include attending Estimating meetings to learn about new projects and working closely with Accounting to ensure our current licenses have been renewed correctly.
- While in training, support and guide small business concerns seeking subcontracting opportunities on Dutra projects. Document Good Faith Efforts (GFE) as defined by applicable regulatory agencies. Organize and maintain electronic files supporting small business searches, solicitations, bids, and active projects.
- Assist the SBLO with compliance documentation and administrative support, as directed.
- Learn to research, interpret, and apply FAR, DFARS, and CFR regulations related to small business subcontracting compliance, and remain informed of regulatory changes.
- Support efforts to ensure eligible small business categories are provided to Estimating and Operations to participate in company contracts as subcontractors and vendors.
- Work to ensure that all types of small business are afforded every practicable opportunity to participate in the company's contracts both as subcontractors and as vendors.
- Assist in the development and maintenance of initiatives, procedures, and policies that reflect the company's commitment to small business utilization.
- Support purchasing efforts to increase annual small business utilization, including updating and assigning NAICS codes as needed.
- Perform and document Good Faith Efforts for bids and projects.
- Support SBLO reporting requirements for various government agencies, with responsibilities expanding as training progresses.
- Learn to identify required small business subcontracting flow-down clauses within subcontracts.
- Learn to determine when large business subcontractors are required to submit Small Business Subcontracting Plans (SBSP), assist in plan review, support compliance monitoring, and verify timely submission of ISR and SSR reports.
- Assist with coordination and preparation for compliance reviews and audits conducted by government agencies.
- Maintain and expand the database of qualified small business vendors using standardized vendor category fields to ensure accurate reporting.
- Maintain, organize, and update small business self-certifications, as required.
- Update Small Business Subcontracting Plans, self-certification forms, and purchase order notations to reflect FAR changes.
- Verify that appropriate NAICS codes and size standards are assigned to purchase orders. Train to support purchasing agents and project staff in selecting correct NAICS codes for federal procurements.
- Verify that SBA-certified small businesses maintain current certifications in the SBA Small Business Search (SBS) database and attach documentation to vendor records in Vista (PC Pre-Qualification module).
- Complete training to perform and maintain electronic recordkeeping for the 15 mandatory elements required under FAR 52.219-9.
- Respond to, support, and document communications with small businesses seeking subcontracting opportunities as part of GFE requirements.
- Maintain the complete database for all preliminary notices.
- Maintain the complete database for all DAS 140s and DAS 142s.
- Arrange internal workshops and training sessions related to small business utilization and various contract compliance requirements.
- Provide counseling and assistance to small businesses interested in working with the company, including guidance on NAICS codes and referrals to the SBA, APEX Accelerators, and other support organizations.
- Seek and attend ongoing training to support regulatory compliance and professional development in small business programs.

- Education/Experience: Bachelor's degree (B. A. or B.S.) from four-year college or university or at least 5 years of related experience or training. Prefer at least three years related experience in the construction industry; or equivalent combination of education and experience.
- Language Ability: ability to communicate persuasively and professionally with internal staff and management team.
- Reasoning Ability: ability to define problems briefly and succinctly, collect data, establish facts, and draw valid conclusions; ability to interpret a wide variety of information.
- Computer Skills: to perform this job successfully, an individual should have knowledge of and experience with internet research, advanced abilities in Microsoft Office software including Outlook, Word, Excel, PowerPoint and Adobe Pro. Vista and Smart Sheets knowledge preferred but not required.
- Physical Presence: Regular and predictable physical presence in the Kerner office is an essential qualification for this position due to the importance of the team-related aspects of the essential duties, the aggressive timeframes under which the employee will operate, and the need for face-to-face interaction with employees in various departments in order to properly perform job-related functions.
- Usual office work conditions. The noise level in the work environment is moderate. Minimum physical exertion.
- Some travel will be required. Attendance of local small business events as deemed beneficial to outreach and project goals.
