DV Outreach Court Advocate Reports To: Director | Hours: 40 Hrs/Wk – Full Time | Salary: Based on Salary Matrix + Benefits | Benefits: Employer paid medical, dental, vision, life insurance, 401(k) plan with profit sharing, paid holidays, paid time off incl. birthday leave Position Summary Attend community events to set up outreach presentations. Provide emergency intervention and stabilization for victims of Domestic Violence, Sexual Assault, and Human Trafficking in Tribal Court Criminal hearings. Assist the Anti-Human Trafficking Program with outreach events and needs. Network with all Tribal Departments and other local or state services to stabilize victims of crime. Essential Duties and Responsibilities Ability to create display boards and attend community events to provide outreach and awareness activities, including giving out program information and give away items; Arrange and coordinate DV and Trafficking outreach and awareness activities, including an annual candlelight vigil, the annual Silent Witness Silhouette project, and the bathroom outreach project; Respond to telephone inquiries and walk-in requests for services, assess needs and respond to crisis situations from victims of crime; Provide support services to victims on an on-call basis, which includes substantial after hour client contact and extensive travel, as necessary; Attend Tribal Court DV Civil/Criminal hearings to offer direct services to victims; Provide crisis intervention, court accompaniment, information and referrals, and advocacy-based counseling and case management services; Refer court victims to Shelter Manager for shelter intakes; Network and form effective Multi-Disciplinary Team relationships with all Tribal Departments (Tribal Court, Wraparound, CRCAC, Family Services, APS, etc.); Provide domestic violence training through community outreach for Tribal, local, state, and federal agencies; Respond to requests from Tribal members or members of the community to supply information and referral to access programs, services, court system or other services; Assist victims & secondary victims, and alert clients to new services or resources as they become available, though outreach and direct service; Assist clients in preparing for court and present in court when necessary for both State and Tribal courts; Provide assistance to clients in accessing medical exams or other medical needs resulting from the victimization; Facilitate weekly women’s support groups by implementing Tribal cultural art and traditions; Provide Digital Safety Planning and assist clients with securing their digital accounts; Maintain case files for each client, and a data count for program grant reports and provide information to the Director; Assist clients in developing personal safety and address intimidation issues; Provide services to clients referred by local programs and/or agencies including Kwawachee and PTHA; Consult with service providers to insure continuity of case flow for intervention to adjudication; Identify and update resources to address clients concerns of retaliations, lack of trust in programs and services or fear of reporting; Attend weekly staff meetings and outreach meetings assigned; Maintain compliance of State, Federal and Trust Board grants; Perform other duties as assigned. Supervisory Responsibilities This position does not supervise staff. Qualifications and Requirements To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience Associates degree (A.A.) and advocate training and sexual assault training, or equivalent from a two-year college with major coursework in sociology, psychology, or other human services related field; and two or more years related experience and/or training; or equivalent combination of education and experience. Beginner to Intermediate experience and knowledge using word processing and spreadsheets (i.e. Word for Windows, Excel, Access, etc.). Training Requirements Digital Technology training that is DV, SA, trafficking specific; Must complete required SOAR training and be fully SOAR Certified within 90 days of hire. Must complete 40-hour Domestic Violence Advocacy 101 training within 6 months of hire. Must complete 40-hour Pierce County Sexual Assault Training within 6 months of hire. Language Skills Ability to interact tactfully and positively with Tribal members, all levels of staff and management. Ability to maintain a high level of confidentiality. Ability to read, analyze and interpret common professional journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from staff and regulatory agencies. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions. Ability to effectively present information to management, employees and groups of people. Mathematical Skills Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions and apply them to practical situations. Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Licenses or Certificates Must pass a criminal background check; must not have any felony convictions. Must have a valid Washington state driver’s license and proof of insurance. Other Must possess specific knowledge of: victim’s trauma issues; crisis intervention, advocacy-based counseling; Domestic violence and sexual assault dynamics, child abuse issues and family dynamics, and basic legal procedures; Risk Factors of Human Trafficking; Social service methods, practices, principles and procedures; Criminal and child welfare investigative practices and systems; Indian Child Welfare, tribal, state and federal law and jurisdictional issues; child abuse reporting requirements under tribal and state law; and The Inter-governmental Agreement. Must possess working knowledge and understanding of the Puyallup/Native community and its people, including tradition and customs, cultural dynamics and family systems. Must support traditional/cultural values, e.g., tribal members assisting one another in time of need, the ability of the tribe to handle its own problems, the importance of peaceful and orderly community to the wellbeing of the Tribe, and the transfer of traditional/cultural values to tribal youth. Must maintain strict confidentiality at all times. Physical Demands Requires the ability to operate a typewriter, personal computer, multi-line telephone, calculator, facsimile and photocopier. Requires the ability to read, write, communicate, and interpret information accurately in English. While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee occasionally is required to stand and walk. The employee is occasionally required to stand and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, color vision and ability to adjust focus.
