Program Manager

This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of the Chief Operating Officer, Community Programs. The mission of DYRS is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. The Program Manager is responsible for managing, directing, and supervising staff assigned to the office, which includes providing leadership inmonitoring and oversight; developing strategies and new initiatives; reviewing plans; determining new areas of focus; planning and coordinating the administration ofa wide range of Positive Youth Justice community-basedprogramsandservices; assessing their efficiency and effectiveness;and making recommendationson policies, procedures, and practices that promote access to, and the enhancement of quality workforce development, wraparound support, volunteer and treatment services to committed youth and their families. Incumbent works under the administrativesupervision of the Chief Program Manager for Community Programming. The Incumbent will establish goals, objectives, and strategies for the provision of community-basedprograms and services resulting in a wraparound coordination approach for youth and families.Development of goals are grounded in evidence-based practices including mental and behavioral health techniques as well as a wraparound approach to assist staff, youth and families receiving a holistic service delivery approach. Duties and Responsibilities: The Program Manager will plan, organize, and supervise the operation of Community Programs and its activities in accordance with the mission and goals of DYRS. Establishes and manages long-and short-term Community Programs goals. Develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of Community Programs. Develops plans and strategies to monitor and evaluate program efficiency and effectiveness based on established goals, outcomes, and benchmarks. The Incumbent will set performance measures for Community Programs. Identifies, develops and implements departmental goals, objectives, priorities and new and improved policies and procedures for compliance with applicable Federal and District laws and best practices for secure care detention facilities. Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. Directs the work of, and monitors subordinates to improve performance; evaluates and advises on organization, methods, and procedures. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major Community Programs priorities. Qualifications and Education: Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Licenses and Certifications: None Working Conditions / Environment: The incumbent works primarily in an office setting; however, some tasks will require fieldwork in juvenile correctional facilities, community based residential and/or nonresidential settings. Other Significant Facts: Tour ofDuty: 8:00am-5:00pm; Work hoursmay vary depending on program needs. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Pay Plan, Series and Grade: MS-0340-14 Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit Position Designation : The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a protection-sensitive position. The position is subject to pre-employment drug testing, which includes testing for cannabis. Failing the drug test may result in disqualification even if applicant participates in a medical marijuana program. Emergency Designation: This position is designated as Emergency pursuant to Chapter 12 of the DC Personnel Regulations, Hours of Work, Legal Holidays, and Leave. Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment. Residency Preference : When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
